With back to back inauguration of various developmental works and identification of new works, the people of Kupwara feel that the dream of speedy development of their district will be realised soon by virtue of ‘Back to Village’ (B2V) programme.The programme has generated a huge response from the people as they flock the visiting officers who patiently listen to their grievances and identify the developmental works that need to be taken up on priority. The officials are on the mission to replicate the success story of B2V1 in the currently underway B2V2.Under B2V1, Rs 5 Crore have been expended on the execution of 253 different developmental works in the district. This includes 133 works to improve Power Development sector in the district, renovation and upgradation of 87 water supply schemes and 33 works under Rural Development sector including the construction of water tanks, footpaths, fencing of schools/public parks, besides establishment of 4 digital centres and furnishing of Panchayat Ghars. Rs 2.9 cr have been spent for improvement of power sector in the district. 94 HT/LT lines have been improved by installing electric poles and conductor. Lalpora-E main line of Lolab Sub Division was one of the beneficiaries with installation of 16 poles and conductors. The Sarpanch of the Panchayat Halqa Lalpora-E Dilshada Begum expressed her gratitude towards Government and District Administration for providing the poles and conductor in the Panchayat Halqa, enabling the village to avail better power facility. “I had demanded poles and conductors for my village during B2V1 which was duly fulfilled by the administration”, said the sarpanch. 32 solar streetlights have also been installed at different areas of the district particularly near shrines and public places.
The execution of these small works have made a good impact on the people, who appreciated the Government's decision of making administration more accountable before the public by taking the governance from higher offices to the doorsteps of the people.B2V2 was launched in 120 Panchayats of Kupwara wherein visiting officers together with assisting staff of District Administration participated in the Gram Sabhas and received feedback from the villagers with regard to their developmental issues. The District Development Commissioner (DDC), Anshul Garg, along with Joint Director Planning and team of officers have been participating in various Gram Sabhas, interacting with people and distributing various incentives among rural beneficiaries, besides listening to people grievances.The DDC inaugurated Health and Wellness Centre at Nutnussa, Handwara and Kani Shawl Weaving Training Centre at Tekipora. At Kultoora, the DDC inaugurated Crewel Training Centre in presence of BDC Chairman Showkat Pandit. The Centre is run by Handicrafts Department under Aspirational District Programme. A batch of 20 girls will get 12-month training in the centre with monthly stipend of Rs.1000.He also inaugurated winter plantation drive at Higher Secondary School Lalpora in presence of DFO Kamraz Forest Division, Zahid Mughal, who informed that 1.50 lakh saplings shall be planted during the drive in the division.
During various Gram Sabhas, people projected their demands with regard to their developmental and social issues. The DDC gave a patient hearing to the people and issued on spot orders for their redressal.The DDC laid the foundation stone for construction of Animal Husbandry Centre at Khumriyal-B to be constructed under Rurban Mission by Rural Development Department at a cost of Rs 20 lakh. At Jaggerpora he laid foundation stone of Health Sub Centre. He also laid foundation stone of Community Sanitary Complex at Panchayat halqa Cherkoot.The DC also provided cheques of Rs 65000 each to four houseless fishermen as the first installment for construction of their residential house in Lolab and Langate.The DDC participated in the Gram Sabha Batergam, Dudwan, Aallichizab, Poshpora, Karihama, Villgam and Drugmulla and distributed school uniforms among 170 students, hearing aids and sticks among old aged persons at Batergam and Karihama. Blankets were provided to poor people at Karihama. Pradhan Mantri Kissan Mandan Pension Yojna (PMKMPY) cards were distributed among the beneficiaries at Batergam, Allichizab and Villgam. The DDC inaugurated beautification programmes for various schools including MS Dudwan and MS Vilgam. The DDC planted pine (deodar) saplings at Higher Secondary School Vilgam and inaugurated Breeders Awareness Camp at the same village.The people of rural and far-flung areas were jubilant during the B2V2 Programme as it is for the first time that such programmes have been held in their localities one after another.At the various events organised throughout the district, people also received information regarding centrally sponsored flagship programmes like MGNREGA, Ayushman Bharat, Beti Bachao Beti Padao, Khelo India, Swatch Bharat Mission and other such schemes.People are hopeful that the government will continue public outreach programme in the future also so that more developmental activities will take place as per the wishes of the public.
