Financial Commissioner, Health and Medical Education Department, Atal Dulloo today asked the Jammu Kashmir Medical Supplies Corporation Limited (JKMSCL) to ensure timely supply of drugs, equipment and other machinery to all health institutions for efficient health care services in the region.He issued these directions during a meeting held to examine progress and functioning of JKMSCL.MD, JKMSCL gave a detailed power point presentation about functioning of the Corporation and the progress made over the years.

The FC, while reviewing the work and progress of JKMSCL, asked the Corporation to ensure timely supply of essential and non essential drugs to all the hospitals in Jammu and Kashmir for providing enhanced health care services to the public. He also took stock of the drugs available with the Directorate of Health Services in Jammu and Kashmir and in various medical colleges.During the meeting, the FC directed the concerned authorities to make sure that twin State Spinal Injury Centres in Srinagar and Jammu are made operational by February.The FC also enquired about the non functionality of some machinery at Public Health Centres and asked the concerned to take adequate measures for their operationalization.Later, in a separate meeting, FC reviewed the functioning of the Health and Wellness Centres (HWCs) and Free Drug Policy.Pertinently, HWCs are upgraded Public Health Centres (PHCs), Sub-Centres (SCs) and Urban PHCs envisaged to provide a comprehensive package of 12 services which include screening of Hypertension, diabetes and three common cancers viz oral, breast and cervical cancers. The government is providing free basic diagnostics and drugs through HWCs.The FC emphasised that HWCs is a priority of the Government of India and every effort should be made for their effective functioning as per the guidelines. He instructed the officers to ensure that necessary infrastructure including repair, renovations, functional toilets. Electricity, water supply, power back up and complete façade branding is put in place in a time bound manner.He directed that proper monitoring of HWCs should be done by the inspection teams at the district level and regular updating of data on NHM portal.All the Chief Medical Officers were directed to ensure the availability of drugs, diagnostic services and installations of bio-metric attendance system in all the HWCs. They were also asked to record availability of drugs received and their utilization.The CMOs were also directed to ensure that training of Auxiliary Nurse-Midwives (ANM) and Accredited Social Health Activist (ASHAs) of HWCs is completed in first phase and the training of ANMs and ASHAs in Sub-centres is taken at a later stage.MD, NHM Bhupinder Kumar while giving a detailed presentation of functioning of HWCs assured the FC that every effort will be made to ensure that all HWCs are made functional for Comprehensive Health Care Services. He also proposed that Government Medical Colleges (GMCs) should extend their support to HWCs and each GMC should adopt at least 10 HWCs for mentoring.The meeting was attended by Director Health Services, Jammu, Dr Renu Khajuria, Director Indian System of Medicine (ISM) JK, Dr Mohan Singh, Principal Government Medical College, Jammu, Dr Sunanda Raina, Director New medical Colleges (NMCs) J&K, Dr Yashpal Sharma, Mission Director, National Health Mission (NHM) J&K, Bhupinder Kumar, MD J&KMSCL, Shiv Kumar Gupta, Joint Director (Planning) H&ME, Madan Lal and other officers.Director Health Services, Kashmir, Dr Samir Mattoo and Principals of various Medical colleges from Kashmir participated in the meeting through video conferencing.
