Comprehensive arrangements have been made in Srinagar to ensure successful conduct of the second phase of the flagship Back to Village programme in the district.District Development Commissioner Dr Shahid Iqbal Choudhary who convened a meeting of district officers here Saturday said special gram sabhas would be conducted during the programme adding that gazetted officers will hold detailed discussions with concerned sarpanchs and panchs and interact with the locals about developmental need of their areas.He said the visiting officers shall visit all 21 halqa panchayats of the district and conduct a host of activities formulated as part of the programme adding that the officers will among other activities assess the status of grievance-redressal authorised during the first phase of the programme held in June besides ensuring hundred percent enrolment of beneficiaries under relevant welfare schemes of the government.He said that a control room under the supervision of Chief Planning Officer Srinagar has been established at DC Office Srinagar. He said setting up of the control room - which can be contacted at 01942477742 - is aimed at ensuring coordination for smooth conduct of the programme.The meeting was informed that officers from all line departments along with field functionaries will be present at all halqa panchayats during the course of the programme. To enable on-the-spot review and redressal of issues it was informed that the officers and field functionaries will be equipped with all relevant information ranging from works taken up since the first phase of the programme and their status to projects that are languishing in concerned villages.It was informed that as part of the programme the visiting officers will also get feedback from the residents of concerned villages about the status of developmental projects taken up under different schemes there since the first phase of the flagship outreach programme.

The visiting officers have been briefed and provided requisite trainings adding that booklets among other relevant information about various activities planned for the second phase has been distributed amongst them.It was informed that the officers will undertake a host of activities ranging from dissemination of information about various welfare schemes to inspections of functioning of PRIs to inspection of works under execution in concerned villages.The meeting was also informed that other important arrangements and requirements including briefing of Block Development Council chairpersons and formulating a media plan for thorough coverage of activities to be taken up as part of this phase of the outreach programme all stand covered.The BDC chairpersons have been asked to play an active role in ensuring maximum participation of public during the gram sabhas.Speaking on the occasion the DDC said the district administration is focused on achieving the main aim of this phase of the public outreach programme which is to energise the panchayats by bringing into being planning that is truly participatory.He also said the concerned departments are under strict instructions to complete execution of works projected and authorised during the last phase at the earliest adding that all new demands which will be projected during this new phase of the programme will be immediately acted upon.Dr Shahid urged the locals of all 21 halqa panchayats and villages thereof to participate in gram sabhas to be held there-across and help the district administration in setting its developmental priorities right.The second phase of the weeklong flagship public outreach programme starts from November 25. The phase will include presenting to the public report card of the first phase of the flagship outreach programme.District officers from all line departments of the district attended the meeting. Joint Director Planning Srinagar M Yaseen Lone and Assistant Commissioner Development Srinagar M Ashraf were also present.
