In the run up to phase second of Back to Village being organized from 25th to 30th of November, 2019 in the Union Territory of Jammu and Kashmir, Secretary Rural Development Department and Panchayati Raj, Sheetal Nanda, inaugurated a training programme for master trainers of the department here at Panchayat Bhawan, Rail Head Complex, Jammu.
Director Rural Development, Kashmir, Qazi Sarwar, Director Rural Development, Jammu, Sudharshan Kumar, Director Panchayats, Muhammad Nazir Sheikh, State Nutrition Officer, Tufail Ahmed Rathore, ACDs and DPOs of Jammu and Kashmir were present on the occasion.The Secretary, while elaborating on the objective of this unique initiative of the B2V2 programme, informed that the weeklong government-public interface programme paces a special emphasis on four major themes viz feedback on B2V1, functioning of the GP, follow up of B2V1, Planning, execution and training and doubling farmers' income."While the first phase of the programme focused on assessing the needs of the Gram Panchayats, the second phase intends to look more closely at the task of empowering the functioning of Panchayati Raj Institutions", she maintained.She also laid detailed instructions for the Visiting Officers suggesting their day wise activities during the programme. She asked the Visiting Officers to hold a meeting with the concerned DCs before undertaking the village visit to obtain a brief about the action taken on the issues raised in the previous B2V1. She stressed that it is incumbent upon the visiting officers to acquaint themselves with the important guidelines of the flagship programmes, rural income focused programmes and individual beneficiary oriented programmes e.g PM Kisan, Dairy Entrepreneurship Development Scheme and Backyard Poultry Scheme, Pension scheme.Secretary instructed that the visiting officers should have a list of charter of Fundamental Duties to read out the same to the members of the GP. She also asked for installing Public Information Board (PIB) in the GP during this campaign. During the visit, the officer shall participate in the GS, unveil the GPDP booklet and ensure constitution of various committees including Panchayat Biodiversity Committee, she added. Besides, he/she shall hold detailed deliberation in the GS about the issues raised in the Back To Village 1 and the follow up action taken on the same by the district administration and various line departments.The visiting officer shall lay a special emphasis on 100 per cent enrolment of school children aged between 4 years and 14 years.She further informed that the Visiting Officer should collect all the demands and grievances of the public and prepare a list of those who don't have access to electricity and piped water. Besides, the visiting officer shall visit local schools, health institutions, AWCs, government assets, water bodies, playfields, she added.
