Reflecting the non-seriousness of the state administration in filling the key administrative posts, more than 30 degree colleges have been rendered headless in the J&K state from past many months.The posts of the college principals have are managed by the senior faculty members of the respective degree college in addition to his own duties.Rendering the degree colleges headless has created administrative as well academic crises in these higher educational institutions which has left the students at the receiving end.“Though the department has given DDO powers to the senior faculty member who is manning post of the principals but most of them are reluctant in decision making which hampers the overall progress of the institutions,” an official said.The official said most of the initiatives taken by the higher education department prove o be a non-starter because of not having permanent principals in the colleges.In some of the colleges, these initiative remain under process while as in some colleges these issues remain completely remain a non-starter,” the official told KNO.Besides permanent heads, the higher education department has failed to fill around 600 posts of assistant professors in the colleges which has created dearth of teaching staff in colleges across state.“While the permanent faculty is yet to be recruited, the department is hiring academic arrangements on contract basis for colleges to take classes of under graduate students,” the official said.There are around 96 degree colleges which are functional in state from past decades and the department state administration has recently announced new 102 degree colleges as well.To begin with the department has started making new colleges functional make-shift arrangements at various places for which the authorities are shifting permanent faculty members from previous colleges to these newly announced colleges.Secretary higher education department, Talat Parvez Ruhella said that the vacancy of Principal posts will be filled by the ddepartment very soon."We will start process for fresh recruitment of assistant professors to overcome the dearth of teaching staff in colleges,” he said.
