For the first time since Centre abrogated Article 370 and bifurcated the State into two Union Territories (UTs) on August 5, all the government employees in two UTs—Jammu and Kashmir and Ladakh have been asked to fill a form and to justify their stay in their respective government departments. The employees are being asked to fill a form and to clarify as to why they want to opt for services in any of the two UTs, signaling a possible move by the Centre to transfer the J&K employees from one state or UT to another in near future.According to wire service—Kashmir News Observer (KNO), a form given to all the Heads of Departments (HoDs) to be distributed to their respective employees in Health, School Education, Horticulture, Agriculture, Tourism etc,  asks the employee as to why he/she ops to be allowed to the UT of J&K and Ladakh. The form asks the employees to give a declaration about the reason as to why he/she prefers to be allocated to the UT of Jammu and Kashmir or Ladakh. The employee, according to the form, has to sign on the declaration form that has other particulars that include name of the department, category of post to which the employee belongs, name of the service, Employee identification, date of birth, place of work, place of birth, home district as per service book, category status, as to whether the government employee has been confirmed by the government and other important details. All the HoDs have been asked to ensure submission of forms to their respective higher ups for further necessary action. However, the move has triggered a fresh fear and raised apprehensions among the over five lakh work force of government employees whether the Centre was mulling their transfer from one state to another or from one UT to another UT.A government employee, wishing not to be named, said that they have submitted the form and all the relevant details but there are serious apprehensions why all of a sudden such details are being sought. “One major apprehension is would Centre ask us to shift our base to other states or UTs,” he told KNO. Similar concerns were expressed by the employees of various government departments.Another employee said that there was a strong rumour that if they fail to submit the form and relevant details, their salaries would be put on a halt (KNO).Ganderbal encounter: If DNA report matches with family, will hand over body immediately, says J&K police
