Dheeraj Gupta review status of CSS, State CAPEX budget

Principal Secretary Housing and Urban Development Department (HUDD) Dheeraj Gupta today chaired a meeting to review physical and financial status of centrally sponsored schemes/ missions and State CAPEX budget.The meeting was attended by presidents, vice presidents, councilors and Chief Executive Officers of Municipal Committees of Kashmir valley along with senior officers of HUDD.A threadbare discussion was held on various ongoing projects and schemes being executed by the department and their financial status.The meeting was called to give awareness among elected representatives regarding the ongoing projects, schemes run by state government with the financial assistance of the central government as well as under State CAPEX budget. The aim of the schemes was to deliver the funds for the infrastructure development at the grass root level in a transparent manner by adoption of DBT, PFMS systems and bridging the gaps between the people to government and Government to people in cordial manner.Under AMRUT scheme, against the allocation of Rs 593.31 crore, the central government has released, Rs 265.14 crore, out of its share of Rs 333.75 crore. The State government has released Rs 45.25 crore against its share of Rs 59.31 crore. The total utilization of funds under the scheme is Rs 277.80 crore for 91 projects.In respect of Urban Local Bodies Kashmir (ULBK), 13 projects under AMRUT in Anantnag Town were taken up, out of which five have been completed at an estimated Rs 51.71 crore.

Under the Swachh Bharat Mission, 100 % targets have been achieved with the financial support of Rs 1851 crore.Under the Mission, PMAY-HFA, against the release funds of Rs 89.70 crore, Rs 52.85 crore have been spent in Jammu and Kashmir under BLC component till date.With regards to the physical and financial status of various projects under Languishing and 14th FC, the meeting was informed that Rs 10825.17 lakh have been released to complete these Languishing projects and Rs 5606.72 lakh have been released under 14th FC.The meeting was told that Rs 365.00 lakh are being spent on the development of various Bus Addas, Community Town Halls and installation of street lights during the year 2019-20.In order to address the issue of Solid Waste Management, the meeting was informed that the department has adopted a cluster based approach on Public Private Partnership (PPP) mode.Six clusters comprising of 28 Municipal Council Committees out of 42 Municipal Council Committees of Kashmir were identified for the purpose. The Principal Secretary stressed upon the Municipal Communities to enhance checking of adulteration in food items and other civic amenities in a sustainable manner by way of exploration and utilization of the available resources at the local level.He said that the benefits of the schemes initiated by the administration must reach to grass root level. He stressed upon the elected members to remain in touch with the people at the ground level so that their grievances and problems would be addressed properly and promptly.
