Monica Goyal, the Additional Sessions Judge of the Special Judge Court for Prevention of Corruption Act cases, Mohali today rejected the bail plea of Akali leader Dyal Singh Kolianwali after it was opposed by the Punjab Vigilance Bureau.Earlier, the court had granted him default bail on technical grounds since the vigilance bureau had not been able to file challan in the disproportionate assets case against him within 60 days.Given the extent of charges against Kolianwali, the bureau was not able to complete the investigation and file challan within 60 days. Subsequently, Vigilance Bureau added some Sections under IPC and the Ld. Special Judge Court accepted the plea of the Vigilance Bureau and rejected anticipatory bail sought by Dyal Singh Kolianwali apprehending arrest under these IPC Sections added during investigation of the case by Vigilance Bureau.Kolianwali is facing trial for possessing disproportionate assets under various sections of the Prevention of Corruption Act.The Vigilance Bureau today put up a strong case against the Akali leader saying he had not been cooperating with the bureau. Despite entertaining all his pleas, Koliawali failed to appear before the bureau despite repeated summons after he got the bail on technical grounds.Besides disproportionate assets, the Vigilance Bureau has added more sections under the Indian Penal Code as during the course of investigation several other offences were revealed in which he had cheated and defrauded people.He had fraudulently got sale deeds registered by furnishing fake documents. In one of the cases he had cheated a complainant into transferring his land in lieu of another land, which never existed.There Vigilance Bureau submitted before the court that custodial interrogation of Kolianwali was required for recovering various documents which he was holding back and finding out more details regarding the matters that came to its (vigilance bureau’s) notice during the course of investigation.
