CS stresses for efficient governance by regular monitoring of works

Chief Secretary B.K Agarwal has underscored the need for ensuring efficient governance by regular monitoring of work at all levels of the government hierarchy for a citizen centric focus.He was presiding over a meeting of Committee of Secretaries here today. He appreciated the efforts of all the Secretaries towards implementing major announcements and flagship schemes of the government.The Chief Secretary said that Himachal Pradesh has been ranked consistently on top in good governance among small states of India and the District Good Governance Index will now annually map this progress. To ensure wider public usage, 188 time-bound services notified by 27 departments under Public Service Guarantee Act, 2011, an awareness campaign would be launched by Administrative Reforms Department to the general public and departments sensitized in a workshop.It was decided in the meeting that  that since "what gets monitored and measured gets done", therefore, regular monthly  review with Directorates and field offices will be held to track implementation of Chief Minister's announcements, budget assurances/expenditure, Cabinet decisions, flagship programmes, PAC paras, Court cases, time bound public service delivery on key performance indicators (KPIs). Such KPIs would be devised by each department so that outcome mapping on these is regularly monitored.Shri Agarwal said that further suitable delegation of powers to the head of the departments and field offices would be done to decentralize work improving public access. The Secretariat would focus on policy matters rather than routine work. He further stated that this meeting of Committee of Secretaries will be held on first Tuesday of every month followed by video conference with Deputy Commissioners on first Wednesday of each month for close monitoring and coordinated governance.
