A meeting was held to assess the situation arising out of snowfall and rainfall through Video Conference with all the districts under the chairmanship of Chief Secretary B.K. Agarwal here today and situation with respect to roads, electricity, water supply and availability of essential services was reviewed.The Deputy Commissioner Lahaul and Spiti informed that electricity supply had been disrupted in the district and there was no internet connectivity. The communication network was restored during the course of video conference with the intervention officers of the BSNL. The Deputy Commissioner requested for helicopter flights to air lift patient from Udaipur and Keylong. Drinking water supply was reported to be normal. The Managing Director, HPSEB Ltd. was directed to ensure that the electricity supply is restored in the district at the earliest. It was informed that an avalanche struck in midnight in Gondhla which is 15 km from Keylong on Keylong -Manali Road. Mahila Mandal Bhawan was buried under avalanche. 4 Nepalies (2 adults + 2 Children) who were sleeping inside Mahila Mandal were rescued safely. Two vehicles parked also were buried.The Deputy Commissioner Chamba informed that the all sub- divisions have been disconnected and road connectivity has been restored to district Headquarter. Out of 166 roads, 68 roads will be opened by the evening, for which 90 JCBs have been deployed. Loss of Rs. 10 crore has been reported so far. 400 KV power line from Karian to Chamera power grid has broken at Luddu Kathana and fallen on 33 KV Chamba line resulting in failure of 33 KV in Chamba. There was disruption in 132 KV Jassur-Bathri Line also. All 33 KV lines were down. 11 KV had also disrupted. 1942 DTRs are not functioning. It was informed the Electricity will be resorted to Chamba and Tissa by the evening. Water supply is normal. 26 buses have been stranded.The Deputy Commissioner Kullu informed that 71 Irrigation and Public Health Schemes have been disrupted and the same will be restored by the evening. 117 roads have been closed, out of which 40 will be restored today itself for which 60 JCBs were on job.
Connectivity to Manali has been restored. Out of 590 DTRs, 250 have been restored.The Deputy Commissioner Kinnaur informed that avalanche has struck at 2 locations, one at Tinku Nallah and another one near Hanging on NH-5. 80% of DTRs have been restored. There is some issues with drinking water supply but efforts are being made to resolve that. Buses are not plying on rural routes since 12-01-2019. Within next 4-5 days these link roads will be opened for light vehicles.The Deputy Commissioner Mandi informed that 148 roads have been affected and machinery has been deployed to open them. Communication to Thunag and Janjeheli has been affected and the same will be restored immediately. 175 drinking water schemes have been damaged and efforts are being made to restore the same.The Deputy Commissioner, Shimla informed that road connectivity within the Shimla town is being made normal. Priority is being accorded to restore connectivity to the medical facilities. 70% electricity in the city has been restored and the rest is likely to be restored by the evening. Road connectivity to upper areas of Shimla such as Theog, Chopal, Rohru, Rampur, Sarahan, Kumarsain, etc. has been disturbed. Link roads have also been affected. The district is gearing up to handle the tourist rush.The Deputy Commissioner Una informed that Out of 13 DTRs, 11 have been restored and rest will be restored by the evening. The district also recorded one accident in village Tahliwal involving a truck carrying hydrogen gas cylinder. Some casualties and few injured have been recorded. Expert assistance is being mobilized by the district.The Deputy Commissioner Bilaspur informed that Out of seven roads, three have been opened and rest will be opened by the evening. Out of 67 DTRs, 65 have been restored and the rest will be restored by the evening. The Deputy Commissioner Hamirpur informed that 30 affected DTRs will be restored by the evening.
All roads are opened for traffic. Damage to two cowsheds has been reported.The Deputy Commissioner Kangra informed that Multhan area of the district has been affected by snowfall. Eight houses have been damaged because of lightening and four due to rainfall.The Deputy Commissioner Solan informed that Electricity supply has been affected in Chail, Kasauli and Subathu. Out of 993 DTRs, 642 have been restored and rest will be restored by the evening. Eight roads have been closed out of which 6 have been opened and the rest will be opened by the evening.The Deputy Commissioner Sirmaur informed that 33 roads have been affected in the district. Eight water supply schemes have also been affected. 968 DTRs have been affected and main supply line from Nahan to Rajgarh has also been disrupted. It was assessed that the situation will normal by the evening and improved further by tomorrow or the day after tomorrow. The Deputy Commissioners and Departments were directed to ensure that road, electricity, drinking water and other essential services be made normal at the earliest so that least inconvenience is caused to the general public.
