JKSECC warns mass agitation if issues not resolved within fortnight

J&K Civil Secretariat Employees Coordination Committee (J&KSECC) on Saturday threatened “mass agitation” if their genuine demands not met within a fortnight by the government.According to a statement issued to GNS, the employees body said it held an emergency meeting to review and discuss various issues of employees.During the course of the meeting, the core issues discussed in detail include a change of office timing, from 9:30 am- 5:30 pm to 9:30 am- 5:00 pm; Revocation of government order no. 407-FD of 2018 dated 20 September 2018 for shifting of core functions of Planning to Finance Department or Complete merger of both Planning and Finance Department into a new restructured department; Filling up of available slots through feeding service officers (Secretariat Gazetted- I and II); Clarification regarding Medi-Claim Policy; Change of nomenclature/ title of union to J&K Civil Secretariat Employees Union;Revocation of SRO- 202 of 2015; Eviction of illegal occupants from estates quarters both at Jammu/Srinagar and restoration of quota thereof to darbar move employees; Removal of pay anomaly of senior office attendant and daftari, employees of assembly secretariat; Enhancement in the percentage of quota from 25% to 50% for promotion and timely conduct of type test for Class IV employees for promotion as Junior Assistant thereof; Timely conduct of DPC for Assembly staff; and Enhancement in darbar move TA (from Rs 15000 to 25000) and TMA (Rs 2000 to 5000).

“The casual attitude of the government towards the genuine issues raised by the Union from time to time and mere lip service makes us feel ignored. However during initial days of Governor’s rule, all the issues of employees were picked up and processed, afterward suddenly put in cold storage, the reason could be because of some authorities or miscreants who are hell-bent to spoil the real cause of employees for their vested interests,” said J&K Civil Secretariat Employees Coordination Committee.The coordination committee strongly condemned “anti-employee” activities by the “self-styled leaders/goons” and warn them to mend their ways or otherwise face consequences.The Union seriously viewed the decision of the government taken in the month of September “without the consent of stakeholders” regarding shifting of core functions of PD&MD to Finance Department. It appealed the Governor to resolve the issue once and for all by declaring complete merger of the two departments (PD&MD and Finance Dept) into a newly restructured department.Further, the coordination committee said that despite series of meetings followed by the decisions taken in the last meeting held in the month of July and the assurances made by the higher authorities to the committee turned bogus. The J&K Civil Secretariat Employees Coordination Committee again seeks the attention of the government towards employees’ issues and appeals the administration for early settlement of all pending issues within a fortnight otherwise employees will be left with no option but to adopt the path of confrontation, the statement said.“The Governor is requested to kindly intervene personally in the matter for resolving the issues amicably in the interest of employees,” it said, adding, “All the employees are requested to be united for the cause and follow the subsequent programme to be conveyed shortly.”  (GNS)
