The Cabinet in its meeting held here today under the Chairmanship of Chief Minister Jai Ram Thakur decided to recommend the Governor to convene winter session of H.P. Vidhan Sabha from 10th to 15th December, 2018 at Dharamshala which will have six sittings.It gave approval for launching the Mukhya Mantri Nirog Yojna in the State to fulfill the dream of ‘Healthy Himachal’.This scheme will be applicable to all the permanent residents of all age groups of the State and it aims at preventing long term illnesses by ensuring early diagnosis through basic health check ups.The Cabinet approval few amendments in Himachal Pradesh Lease Rules, 2013 to make it more simple so that more private investment could be attracted in the State as per the budget assurance.  Now the amended rules would be notified for seeking any objection or suggestions from the general public.The decision was made to convert temporary Police Post Dabhota under Police Station Nalagarh in Police District Baddi into permanent Police Post.The Cabinet gave its nod to fill up  posts of various categories on contract basis through direct recruitment in Super Specialty Department of Dr. Rajendra Prasad Government Medical College, Tanda  including 144 posts of nurses with a view to provide better health facilities to the people.It also agreed for creation of four posts of various categories viz. Vice Chancellor, Registrar, Controller of Examinations and Finance Officer in order to make the H.P. University of Health Sciences functional at Ner Chowk in Mandi district besides procedure for filling up of post of Vice Chancellor. It also approved to create and fill up other posts of various categories for the smooth functioning of the University.The Cabinet gave its approval to the policy for cadre building in newly opened medical colleges in the State.

The decision was made to allot 72 flats constructed by HIMUDA under Integrated Housing and Slum Development Programme (IHSDP) at Hamirpur to Dr. Radhakrishanan Medical College, Hamirpur.The Cabinet gave its nod to fill up 25 posts of Principal (College Cadre) through H.P. Public Service Commission on the basis of direct recruitment.It has been decided to abolish and change the designation of Panchayat Sahayaks to Panchayat Secretaries (Contract) and regularize them as per the government policy.  They will be provided minimum pay of Rs. 9710 per month. It was also decided to fill up 300 posts of Panchayat Secretaries on contract basis in the Gram Panchayats.The permission was granted to engage M/s J.B.R. Technologies Pvt. Ltd. Ludhiana as service provider for setting up of Integrated Solid Waste Management Project at Baddi in Solan district on Public, Private Partnership mode.The Cabinet gave its nod to upgrade Sub Health Centre Lagru to Primary Health Centre in Kangra district alongwith creation and filling up of requisite posts. This will benefit population of over 20500.It approved to create and fill up 13 posts of various categories in the Directorate of Medical Education and Research for its smooth functioning.The approval has also been granted to fill up 19 posts of different categories on outsource basis in Composite Testing Laboratory Kandaghat in Solan district till these posts are filled up on regular basis.The decision was made to establish Sub Divisional Soil Conservation Office at Bagsyad in Mandi district alongwith creation of five posts to enable the farmers to take benefit of various government schemes.It was decided that H.P. State Higher Education Council would be constituted to bring improvement and quality in higher education.The Cabinet also gave its approval that no permit or pass will be required for transport of ethanol and no excise duty or export and import fee will be levied on ethanol invoiced specifically for the Petroleum Companies for the purpose of blending into petrol and diesel.
