Vigilance Organization registered a formal case against S. Pardeep Singh then ZEO Arnas and John Mohd then Teacher / Incharge Head Master Govt. Middle School Dharian/ Convenor Village Education Committee Upper Thuroo and private contractor Haji Khushi Mohd vide FIR No.20/2018 u/s 5(1)(c)(d) read with section 5(2) J&K P.C Act Svt. 2006 & 120-B RPC at P/S VOJ on 17/07/2018.In a statement issued to PTK, Vigilance said that the instant case was registered on the basis of verification conducted in Vigilance Organization Jammu into a complaint lodged by Haji Nazir Ahmed S/O Nizamdin R/O Thuroo, Reasi against above mentioned public servants and others which include private contractor, alleging therein that the funds for the construction of the building of Government Middle School, Upper Kund, Tehsil Thuroo district Reasi under Sarv Shiksha Abhiyan (SSA) Scheme have been drawn in full by the above mentioned persons whereas the work of the said building was carried out only upto plinth level.“It was further alleged that sub-standard material was used in the plinth work of the building. During the course of verification, it has been found that an amount of Rs. 7,45,000 was sanctioned as the estimated cost for the construction of 3-rooms Additional Classroom (ACR) building of Govt. Middle School Upper Kund under SSA.
Accordingly, S. Pardeep Singh, then ZEO Arnas initially transferred an amount of Rs 3,80,000 in two installments in year 2011 and 2012 into the official account of Head Master Govt. Middle School Dharian for construction of above mentioned school building. However, John Mohd– Teacher/Incharge Head Master Govt. Middle School Dharian/ Convenor Village Education Committee Upper Thuroo in a well knit conspiracy hatched with S. Pardeep Singh- then ZEO Arnas and Contractor Khushi Mohd, released an excess amount of Rs 3,80,000 during the year 2011-12 in favour of Haji Khushi Mohd - Contractor for the construction work of the building of Government Middle School, Upper Kund, Tehsil Thuroo, against due amount of Rs 2,00,000 only who had left the construction mid-way (in June 2012) and even after receipt of 2nd installment of payment for which he had to raise construction from above plinth level to linter level, didn’t complete the task”, Vigilance said.The excess amount has been misappropriated by the above mentioned individuals being conjointly part of the criminal conspiracy hatched among themselves and in consequence of their illegal act; they have deprived the poor children of far-flung area to have access to good infrastructure also. Accordingly on the prima facie establishment of allegations, case has been registered at P/S VOJ and investigation is under progress. (PTK)
