BJP releases agenda for City Beautiful – Chandigarh

BJP promises corruption free governance, hassle free traffic, better public transport, housing schemes for tenants, free parking facility

The Bharatiya Janta Party (BJP) rolled out its roadmap for development in the election manifesto released here today. The State President, BJP Sanjay Tandon, MP candidate Smt Kirron Kher, election manifesto committee Sh Jai Ram Joshi, Harmohan Dhawan, Satya Pal Jain, President SAD Chandigarh Jagmohan Singh and others unveiled the manifesto.Speaking at the event Smt Kirron said keeping in sync with the vision of Sh Narendra Modi, the BJP’s manifesto lays emphasis on holistic development of city beautiful, corruption free governance, providing best and affordable housing solutions, ensuring the best of health, education and infrastructure as well as putting the city on world tourism map.Adding to it, Sanjay Tandon promised corruption free governance, implementation of time bound services in citizen’s charter and Janta darbar in every three months by the MP Kirron Kher, single window system, houses for tenants, ownership rights to the tenements, EWS and rehabilitation colonies, adequate availability of drinking water and allow need based changes in the Chandigarh Housing Board (CHB) houses.   

Housing Solutions

Kirron Kher said with Chandigarh becoming preferred destination for those seeking quality life from Punjab, Haryana, Himachal Pradesh and other regions, the pressure is on providing affordable housing solutions. “A huge population of the city lives as paying guests and BJP will focus on providing affordable housing solutions,” she added.Chandigarh has a number of houses bought on the basis of GPA, but the UT administration does not allow property transfer on the base of this GPA. BJP government will try to bring in law that can allow property transfer under these circumstances. Caring for the overall development of children of the city, Kirron said that playgrounds have shrunk in city leaving no room for children to play and grow. BJP will provide playgrounds in every ward. 

Jobs for youth… 

Having grand plans for the unemployed youth, BJP will give priority to the permanent UT residents for getting jobs in administration and Municipal Corporation. “Also BJP is against the contract system. All contractual employees would be enrolled on permanent rolls in phased and systematic manner,” she added. Jobs will also be given on compassionate grounds after death of an employee to his or her spouse or children. 

Infrastructure, traffic… 

Besides, there are elaborate plans for constructing community centers having facilities for library, crèche and recreational activities and banquet hall in city.

The ever expanding city has become home to lacs of vehicles causing traffic chaos. Emphasis will be on erecting multi-storey and underground parking facility. Going a step ahead to solve the pangs of paid parking, BJP has decided to usher in a mechanism using which parking facilities could be provided free of cost.Solving the problem of transport, BJP has plans to provide permanent solution to the traffic woes. Giving solution, city will be given enough underpasses on lines of sector 11 and sector 15 underpasses and flyovers to ease the congestion. Special emphasis would be on strengthening the public transport system keeping special needs of women and school children in mind. 

Health facilities… 

Being the medical hub, Chandigarh is constantly under pressure of patients from the neighboring states, thus lacking an exclusive health facility for the city residents. BJP will come up with at least two multi specialty hospitals and one dispensary in each ward. All these medicines would be linked up with the telemedicine facility. City currently has only one CGHS dispensary, which was opened during the regime of former BJP MP Satpal Jain. “We will open at least five more CGHS dispensaries,” she promised. 

City Beautiful in true sense… 

In the last ten years of Congress rule, city is far cry from being a bin-free city. BJP will employ a brigade of adequate number of workers to ensure that City Beautiful indeed remains beautiful. Even the solid waste treatment plant at Daddu Majra is riddled with number of problems, affecting its efficacy. BJP has plans to run this plant successfully to produce lesser pollution and making city a cleaner place. 

For traders, industrialists… 

City’s traders and industrialists are unhappy with the wrong policies of Congress. BJP will formulate policies wherein traders and industrialist will be the stake holders to control the exodus of industry from Chandigarh. On lines of Punjab, Traders Welfare Association will be formed and Trade Center would be constructed. Trader and Industrial Policy will be carved out. SSME Act would be implemented in city in an elaborate manner, building by laws will be simplified, current high rates of building misuse will be lowered and regularization of structures would be allowed. A balanced Rent Act will be brought into being to solve the increasing disputes between owners and tenants. 

Besides this the present markets in city will be beautified providing them the basic amenities. The illegal and temporary rehri markets will be replaced by swank small booths the way it was done under Chandigarh Rules in 1991 scheme. The rehri owners, who haven’t got booths, will be immediately provided booths. These rehri markets have become inseparable part of the city’s economy and hence their comfort level will be of prime importance.At the same time under the rehabilitation scheme or other schemes, booths were allocated in city which could not be transferred. Now the 15 years lock-in period has expired, but even in 40 years old booths current market fees is being charged despite that fact that after completion of 15 years the status of these booths should have been at par with the auctioned ones. BJP will abolish the undue hefty fees being charged.
