Several members take part in discussion on Demands for Grants of PHE, I&FC Deptts

Legislators urge for tapping JK’s water resources; Emphasize on awareness, capacity building for water conservation

Several members took part in the Discussion on Demands for Grants of Public Health Engineering (PHE), Irrigation and Flood Control (I&FC) Departments in Legislative Assembly today and gave their valuable suggestions for tapping J&K’s natural water resources besides urging the government to adopt latest techniques for rain water harvesting, surveying and preservation of ground water resources, developing of springs, creating awareness about capacity building for conservation and management of water. Legislators also demanded for enhancing allocation in budget proposals for PHE, I&FC departments for 2018-19.Initiating the discussion, Rajeev Jasrotia asked the government to make long term plans for use of State’s water resources to curb water scarcity. He appreciated the government for Shahpur Kandi and Ranjeet Sagar Dam through which 1 lakh acre of land can be irrigated.He demanded for early implementation of PMKSY on ground in the State.Aijaz Ahmad Khan called for framing of comprehensive policy for tapping water resources and for establishing a Water Safety Plan in the State.  He demanded for expediting construction of irrigation Khuls under PMKSY in Gool Arnas Constituency. He also demanded setting up of a Water Testing Lab, providing adequate funding under PHE sector, provision for maintenance of existing infra, machinery, for conducting survey of existing hand pumps & their functional status. He urged the government for formulating a plan for reviving defunct Water Supply Schemes and other PHE, I&FC projects.

Noor Mohammad Sheikh also took part in the discussion and demanded for timely completion of dredging of river Jehlum. He urged for raising the bunds on river Jehlum. He also stressed on tapping of ground water resources available in urban areas.Mian Altaf urged the government to ensure accountability and transparency in PHE department. He demanded enquiry to identify reason for defunct Water Supply Schemes and hand pumps and called for strict action to send a strong message that sub standard works won’t be tolerated.Hakeem Mohammad Yaseen demanded construction of flood protection bunds on Shaliganga, Doodhganga, Sukhnag, Lani, Zan, Gusa Koul in Khan Sahib constituency besides construction of new Water Supply Schemes in the area by tapping the fresh water sources including Shaliganga and Sukhnag etc. He further asked the government to put strong flood protection and management measures in place including construction of strong bunds along vulnerable areas besides beautifying the river Jhelum.

Shah Mohammad Tantray urged the government to devise long term policies to provide pure drinking water to the people living in upper belts of the state especially in his constituency. He also demanded construction of flood protection bunds in various hamlets of constituency along streams at vulnerable places to save human lives.Shakti Raj Parihar demanded release of funds to start work on various pending water supply schemes in his constituency. He also asked for preparing a DPR for lift irrigation scheme for the hamlets along Chenab River in his constituency.Usman Abdul Majeed said the government should create farsighted plans to meet future water needs and challenges besides creating a long term plan to raise the water tables in the State. He also called for prudent use of water resources. He urged the government to remove encroachment on Jinder Khul and Gader Khul in Bandipora town. He demanded for reviving of 17 defunct schemes in Bandipora and urged for expediting pace on protection work on Madhumati and Boinar Nallah.

Sheikh Ishfaq Jabbar asked the government to review works being done on ground with regard to flood protection works on Jhelum and urged for regular monitoring to ensure works are done in accordance with the set safety guidelines. He called for revamping of dewatering stations in low lying areas of his constituency and demanded construction of Lift Irrigation scheme at Watlar (B) and Beenahama besides providing irrigation facilities to Kondal, Yangoora, Barsoo in Ganderbal constituency in view of urgent public demand.Bashir Ahmad Dar expressed concern over growing water scarcity challenges in the state and urged the government to create awareness among masses about water conservation. He urged for long term plans to ensure availability of pure drinking water to the people besides measures for reviving defunct water supply schemes.Rajeev Sharma urged the government to start de-slitting process in the streams of his constituency to increase the capacity of these streams besides measures for improving the irrigation network in the area.Vikar Rasool said that many springs have dried up owing to construction of tunnels and roads in Banihal, leading to scarcity of water. He urged the government to construct Water supply schemes for these affected hamlets. He demanded for liberal funding to restore damaged irrigation Khuls in Banihal besides creation of separate Irrigation Sub Division at Ramsoo.

Yawar Ahmad Mir urged the government to implement flood protection proposal in the state by increasing the capacity of Jhelum and Wullar Lake so as to prevent another natural disaster. He also urged government for providing liberal funding for implementation of various defunct water supply schemes in his constituency and for constructing a strong flood protection along vulnerable spots in his constituency.Altaf Ahmad Wani while taking part in discussion called for reviving all defunct Water Supply Schemes including Filtration Plants in his Constituency. He urged the government to expedite construction work on all ongoing WS Schemes in his Constituency and complete them in a time bound manner. He demanded for construction of protection bunds in Pahalgam Constituency.

R S Pathania appreciated the government for streamlining the working of PHE, I&FC Departments. He demanded for formulating of a Nation Water Policy and to ensure clean drinking water to the people of the State. He asked the government to take necessary action to realise the fixed targets under PMKSY. He advocated for installing more hand pumps in his Constituency. He asked the government for ensuring inclusion of genuine daily rated workers in the list for regularization. He also demanded for establishment of Multipurpose Project at Kud. Pawan Kumar Gupta demanded for construction of Check Dams for recharging of ground water at Mand, Tikri Nallah, Tumte Morah Kotli and for Lift Irrigation Schemes at Lower Thanoa, Thathi, Lehnu  Mand, Malhar, Laddan Ossu and Ritti Barta Kuh in Udhampur Constituency. He asked the government to expedite construction work on all ongoing Water Supply Schemes and other projects being taken under Irrigation and Flood Control sectors in his Constituency.  Kamal Verma demanded for measures to ensure that pure drinking water is supplied to common masses especially in far off places of his constituency.

GM Saroori suggested the government to approach union government so as to ensure liberal funding for construction of water supply schemes in the State. He also demanded repairing of various pipelines besides sanctioning of various pending DPRs with regard to construction of new Water Supply Schemes.Raja Manzoor also demanded release of funds so that the work on pending water supply schemes can be started again in the Karnah constituency. He also demanded better irrigation facilities for the agricultural land in Karnah.Javid Rana expressed concern over reduced levels of water table owing to less rains this year and suggested the government to take measures for conservation of water by judicious tapping of water resources.Kuldeep Raj demanded construction of flood protection bunds on various streams of his constituency at vulnerable spots. He also demanded construction of water supply schemes in left out areas so that drinking water is provided to the people.

MY Tarigami urged government to approve the DPRs for construction of various Water Supply Schemes in Kulgam constituency. He also appealed government to have a strong flood protection for river Veshow besides getting ‘Flood Management Programme’ sanctioned by the Union Ministry of Water Resources. He also appealed the government for renovation, repair, restoration and modernization of  Pradhan Mantri Krishi Sinchai Yojana (PMKSY)  besides upgradation of Mav Khul, Sonman Khul, Bani Ladhi, Banimullah canal under the scheme.Mohammad Amin Bhat urged the government to clear liabilities of Irrigation and Flood Control, Division Kulgam, lying pending from past few months. He also urged for early ecution of Qaasba-Devsar-Kulgam filtration plant besides other projects taken up under NABARD and other schemes in their constituency.

Mohammad Khalil Bandh urged the government to take measures to ensure accountability and transparency in the department. He said the department should identify reason for defunct Water Supply Schemes, establish responsibility for their defunct state and take strict action. He urged the government to make these schemes functional besides urging the government to take extensive flood protection works.Mohammad Akbar Lone urged government to make defunct lift irrigation schemes and water supply schemes functional in Sonawari constituency. He stressed on the need to start flood protection work on Wullar besides increasing capacity of water in Wullar to prevent any future eventuality.Daleep Singh Parihar demanded for expediting pace on construction work on all ongoing Water Supply Schemes in his Constituency and asked the government to provide adequate funds for these schemes. He urged for releasing of liabilities under Flood Control department in Sub Division Gundu.

Asgar Ali Karbalie urged for providing of liberal funding under PHE, I&FC sectors for execution of various ongoing Water Supply Schemes and Soat Lift Irrigation Project in his Constituency besides urging for ensuring timely completion of these projects. He demanded for installation of more hand pumps in his Constituency and for expediting pace on ongoing works on protection bunds and flood related works.Choudhary Qamar Hussain demanded for adequate funds to meet the expenditure for execution of various ongoing developmental works under PHE, I&FC sectors.Devinder Manyal demanded for early completion of all ongoing developmental projects under execution in PHE, I&FC sectors in his Constituency. He asked the government for tapping the natural water resources and urged for installation of more hand pumps in Samba area. He also advocated for posting of Assistant Executive Engineer (AEE) in his Constituency.Abdul Rahim Rather asked the government to pay due attention towards decreasing water resources in the state and urged for focuing on setting up catchment areas besides adopting latest techniques to tap the natural water resources. He stressed for focusing on watershed programme and for its wide on-ground implementation. He demanded for providing liberal funding for ongoing PHE and irrigation schemes besides execution of protection bunds of his Constituency.

Abdul Majid Larmi demanded for early completion of Lift Irrigation Scheme at Natipora Sangam, Semthenm Tulkhun, Laktipora, Naina, Bat-Tachloo & Wanpora and for expediting of construction work on various flood protection bunds including Veshaw, Nandi, Mav Khuil Nallahs and river Jhelum. He called for installation of more hand pumps in Homshallibugh Constituency.Gulzar Ahmad Wani demanded for construction of flood protection bunds over Aripath Nallah in Shangus Constituency. He asked the government for desilting of all Nallahs in Shangus area. He advocate for liberal funding for regional water supply scheme at Shangus so that the same could be commissioned soon.

Mubarak Gul called for adopting latest techniques to tap natural water resources of the State. He demanded for essential steps for efficient water management and asked the government to formulate comprehensive policy in this regard. He also demanded for expediting pace on Jehlum beatification programme, regularization of ITI trained daily rated workers working in PHE Department from last seven years, reviving of defunct schemes and providing of adequate funding under PHE, I&FCsectors. Javid Hassan Beigh also took part in the discussion and called for adopting latest techniques for judiciously tapping J&K‘s natural water resources.Abdul Majid Paddar demanded for expediting pace on all ongoing Water Supply Schemes in Noorabad Constituency.
