Several Members join Discussion on Demand for Grants of Industries & Commerce Deptt

Call for promoting local traditional industry to trigger economic growth

Several members took part in the Discussion on Demand for Grants of Industries and Commerce and allied Departments in Legislative Assembly today.Initiating the discussion, Vikar Rasool Wani demanded for setting up Industrial Estate in every district including Banihal and also suggested for promotion of local industries especially Kashmiri handloom and handicrafts like paper mashie and shawl bafie etc.Mubarak Gul pleaded for amendment in Industrial Policy presently in vogue and asked the government to make the policy people-friendly. He demanded for facilitating registration for setting up of Industrial Units and also asked the government for providing financial assistance to the Industrial Unit holders. He stressed for exploring of local marble and also called for strengthening various existing corporations including SICOP.Rajeev Jasrotia said industry is the backbone of the economy and advocated for opening of more industrial units in the State. He said resources are available in the State for establishment of Industrial estates and asked the government for optimum use of the same. He appreciated the Minister for implementing of Industrial Policy in the State.

M Y Tarigami demanded for opening of more handicraft training centres especially in rural areas to train the rural youth particularly the girls to acquire training in various handmade trades including centuries old tradition of weaving by hand as one of the richest art to earn livelihood. He also asked the government to take steps to improve the business of varied handmade products including wood carving to showcase the Kashmiri art and handloom to improve the condition of the artisans and weavers. He also urged for setting up small scale industrial units in the rural areas to provide job avenues to rural youth. He advocated for constitution of Social Security Board on the pattern of Construction Workers Welfare board for the artisans for the State by way of deduction of cess. He stressed for ensuring environmental concerns.Shah Mohammad Tantray appreciated the government for streamlining the functioning of the Industries and Commerce Department. He also called for opening more industrial estates in the State especially in rural areas. He said the Poonch district has treasure of minerals and government needs to explore the avenues to start industries and processing units in the area.

Aijaz Ahmad Khan said the state can benefit from other sectors only if industrial set up is strong. He said the state has great potential for leather factories besides processing units for various raw materials available in the state including silk, fruit, leather, and other minerals. He said the department needs to work on the issue to set up small scale industries and village industries to meet local needs. He said government should at least facilitate the people to set up industries for which the raw material is available in the state so that they do not need to export the raw material to other states for processing.Bashir Ahmad Dar asked the government to implement the Make in India campaign a success by making the documentation process easier for start up entrepreneurs. He said the Kupwara district has a huge potential of small scale industries and urged the government to make things easier for the youth so that they can set up new small scale industries.Ali Mohammad Sagar also urged the government to strengthen and develop the industrialization in order to give employment to the youth of the state. He also urged the government make the process for availing loans, advances easier for the medium and high level industrial units besides asking the government to allow the people to extract sand and bolders from various streams so that they can earn their livelihood.Rajesh Gupta said though there is less scope for large scale industries owing to specific topography, however, the government should make efforts to establish small scale industries to exploit local raw material and urged to further incentivize setting up of industries by providing promotional incentive and fiscal incentives besides making process easier and providing subsidy and one time amnesty in taxes and other related issues.

Syed Farooq Andrabi   urges the government to lay thrust on making industries policy people-friendly and urged the government to strengthen existing factories and industries including Rajbagh silk factory, Handloom industries and other local industries besides devising strong marketing strategies to sell the products in local, national and international market. He also urged government provide incentives to artisans besides strengthening JK Handloom and Handicrafts.Pawan Kumar Gupta urged government to incentivize the industrial growth in state and take concrete steps for ease of doing business. He asked the government to streamline the gypsum industry of the state so that more locals are benefitted from the scheme.Abdul Rahim Rather appreciated the government for taking various steps for revival of Industry sector like Raj Bagh Silk Factory and Up-gradation of Silk Factory Bemina in the state. He asked the government to establish Industrial Estate in Kokernag constituency.Mohammad Amin Bhat demanded for early establishment as already sanction Industrial Estate at Vessu Qazigund besides establishment of Industrial units there and making them functional at an earliest. He also urged for streamlining the functioning of Geology and Mining Department.Raja Manzoor Ahmad also took part in the discussion and incentivising the setting up of industries as helped in the development of industries in the state, he, however said that peace is prerequisite for the sustenance of this sector.Sheikh Ishfaq Jabbar appreciated the government for the working of Entrepreneurs Development Industries (EDI) but he urged for streamlining the functioning of Geology & Mining Department, Khadi & Village Industries Board, JK Cements, JK Minerals and JK Industries. 

Sheikh Ishfaq advocated for immediate revocation of SRO 105 and asked the government for ensuring job to the local youth of Ganderbal district. He also pleaded for massive awareness about the programmes and policies of the Industries Department so that maximum lot of the state benefited.GM Saroori demanded revocation of SRO-105 and urged the government to provide industrial estates at Kishtwar and Doda districts to facilitate the establishment of local industries besides facilitating local youth to start their own units. He also urged the government to strengthen and bring accountability and transparency in JAKFED, SIDCO, KVIB, J&K Cements etc.RS Pathania urged the government to focus on development of handloom industry in the state as it has potential to provide employment to a number of youth at local level and also urged the government to help small artisans to grow who has an important role in the industry and also urged government to lay focus on creating industrial estates in rural areas also by easing out the documentation process for setting new units.Asgar Ali Karbalai said there is a huge treasure of granite in Kargil and demanded establishment of granite processing, cutting and finishing units besides setting up of cement factories as the raw material is available in the area. He also urged the government to establish Apricot Processing, Drying Plant at Kargil so that the local population is benefitted by getting employment besides sustaining the Apricot production,Mohammad Akbar Lone said setting up of industries will ensure more employment to avenues to the youth and urged the government to revive the industries that has been lyinf defunct owing to uncertain situation of past few decades. He also urged government to enhance the honorarium of artisans besides reviving the carpet industry and JK Cement industry in the state.
