Several members today took part in the Discussion on Demands of Grants for Food, Civil Supplies & Consumers Affairs (FCS&CA) and Tribal Affairs Departments (TAB) in Legislative Assembly and sought streamlining of ration supplies and growth of tribal population.Initiating the discussion, Javid Ahmad Rana sought opening of Fair Price Shops in Mendhar and Balakote areas of Poonch district, special focus on the issues of tribal population and redress of their genuine demands. He said most of the Tribal are living the life of nomads and sought a concrete plan for their permanent rehabilitation.Asgar Ali Karbalai sharing the concern of other legislators with regard to the uplift of Tribal community, the legislator urged the government to implement Supreme Court guidelines with regard to the promotions of the ST/SC employees. He also urged the government to present a separate budget for Tribal Community was laid on the uplift of the community.He also urged the government to establish a Tribal Skill Development Institute and provide special grants for the purpose. He also demanded sanctioning of Kerosene Oil and LPG outlets in Kargil district, enhancement of ration scale and establishment of new sale centres in the district.Neelam Langeh appreciated the minister for judicious distribution of ration and LPG gas to the consumers of the state, streamlining the distribution system and ensuring that the ration reaches to the consumers timely even in most far flung areas of the state. He also urged the government to issue ration cards to the left out families in his constituency at earliest.Choudhary Qamar Hussain appreciated the government for taking various initiatives for the uplift of tribal community, laying out a transparent ration distribution mechanism. He urged the government to take concrete steps for the permanent rehabilitation of tribal population.
According to him nomadic population has faced ire of various departments including Forest Department and other departments and urged the government to come up with a Tribal policy for their rehabilitation.GM Saroori said the residents of far flung areas of Kistwar district were receiving 13 kilograms per soul however the government has reduced the quantity to 5 kilograms per soul and urged the government to enhance quantity of the ration for the people living in far flung areas especially tribal community. He also urged the government to provide sugar to consumers of every category in far flung areas and enhance the quantity of Kerosene oil.He also urged the government to establish Sale depots in left out areas of his constituency. He however appreciated the government’s decision to provide three month ration to the consumers in advance in the rural areas. He also called for opening of more mobile schools and regularization of teachers of already existing Mobile schools.Mohammad Akbar Lone urged the government to ensure transparency in the department, provide sugar to the consumers of all categories and streamline supply of kerosene Oil.He urged the government to constitute a committee to monitor the implementation of various schemes and initiatives being taken for the uplift of Tribal community.
Bashir Ahmad Dar appreciated the government for streamlining the distribution process of ration and maintaining supply to far flung areas even during 2016 turmoil.He also urged the department to strictly implement laws with regard to the legal metrology to ensure the consumers get their commodities at genuine rates. He also urged the government to establish more sale centres in far flung areas of his constituency. He also appealed the government to establish one more Model village under Tribal Sub plan in his constituency.Jeewan Lal appealed the government to ensure that all tribal community get equal share of reservation for ST community. According to him certaim tribes are being discriminated with regard to providing the hostel facility, scholarships and other facilities meant for ST community.He appreciated the government for establishing new Fair Price Shops and urged the government to simplify the distribution process of ration, especially Kerosene Oil at the local level.Abdul Majeed Padder hailed the government for streamlining distribution process. However he urged the government to provide sugar and Kerosene to all categories including APL. He also appealed government to have a special package for the development of tribal community in his constituency especially Halan Manzgam villages. He also called for opening more Fair Price Shops in his constituency.Usman Abdul Majid complained that the government has ignored the tribal population in Bandipora district.Mubarak Gul urged the government to intensify the market inspections to check food adulteration and take strict action against the erring traders. He said the main reason of various diseases including cancer is due to food adulteration.He also appealed the government to monitor and regulate the market rates. He also urged the government to provide additional quantity of ration to the people of Srinagar city as they don’t have agriculture production like rural people.Syed Farooq Andrabi appreciated the Minister for bringing the department out of the tough situation after the implementation of NFSA and streamlining the distribution system despite facing lot of problems. However he urged the government to provide Kerosene oil and Sugar to the consumers for it being popular demand of the consumers. He also urged the government to establish a tribal hostel and establishment of more Food depots in his constituency.
Dr Krishen Lal appealed the government to provide ration according to the latest survey it is being provided as per the census conducted eight years ago. He also urged the government to provide LPG to families that have been left out in the survey under Ujwala scheme.Choudhary Mohammad Akram urged the government to frame a policy for the inter-district recruitment and reservation of tribal population. He also urged the government to establish mobile schools for nomadic population and recruit more teachers for such schools. He also urged government to renovate Gujjar Bakerwal Hostels.Shah Mohammad Tantray urged the government to establish more Fair Price Shops and streamline rations supply in areas of his constituency lacking road connectivity.Altaf Ahmad Wani urged the government to come up with a tribal policy to streamline the initiatives being taken by the state for the uplift of tribal community. He also urged the government to provide liberal funding for implementation of different schemes for Tribal population. He observed that most of the tribal population are un-electrified and urged the government to electrify these areas.
Viqar Rasool urged the government to ease the process for issuing documents for the Tribal. He called for protection of the Tribal population and allow them to stay at places where they have been living from past many years. He also urged the government to have liberal funding for the tribal areas and open Fair Price Shops in his constituency especially in tribal areas.Raja Manzoor urged the government to follow the guidelines with regard to the reservation in promotions to the members of Tribal community.Abdul Majid Bhat Larmi urged the government to establish more Fair Price Shops in left out areas. He said there is no Tribal population in his constituency but an LPG outlet has been kept reserved for Tribal population. He also urged government to streamline the distribution of ration especially additional quota under MMSFES .Yawar Ahmad Mir also highlighted the issues faced by the Gujjar Community in the state, especially in receiving the ration and urged the government to streamline the distribution of ration.
