The second day of the ongoing budget session in the Jammu and Kashmir Assembly on Wednesday started with opposition creating ruckus demanding the adjournment motion to discuss the “human rights violations” in valley.Soon after commencing of the proceedings of the House, the legislatures of National Conference (NC) and Congress assembled in the well of the House and demanded suspension of the question hour and clarification from government over the innocent civilian killings by government forces in Kashmir.The protesting members alleged that government is misleading the House and the people of the state by claiming that militancy in Kashmir is nearing its end.As the Speaker disallowed the adjournment motion, the protesting members along with independent MLA Er Rasheed staged a walkout from the House.The parliamentary affairs minister, Abdul Rehman Veri accused the opposition of wasting the time of the house. 

Senior leader of NC Mubarakh Gull  said that where is PM talk (Na bandook se Na goli se Baat banege boli se ) it should implement on ground He said situation is worst in kashmir operation All out is not solution it is a not cricket  match you all out team it is political problem it should be solved politically human rights voilation is its peak we want debate on it. Another leader of NC Devender singh Rana saidDevender singh Rana said that human rights voilation is every where jammu and kashmir we demand debate on human rights which speaker didn't allow and we boycott in assembly he also said  neglect of opposition in democracy not benefit of any state lot of challanges faced in our state in every democratic state we should discuss all problems in the house CPI(M) legislator Mohamad Yousuf Tarigami  has submitted following today adjournment motion to the speaker urging for postponement of today’s business and taking up this important issue for discussion.  

But unfortunately Hon’ble Speaker did not allow this and other such motions moved by opposition members for debate and forcing the opposition to stage a walkout in protest. After that the Legislative Council today initiated discussion on Governor’s address after the leader of the house and Minister for Public Works Department Naeem Akhtar moved the Motion of Thanks. The members Sajjad Ahmad Kichloo, Mohammad Khursheed Alam, Vibod Gupta, Ajat Shatru Singh, Yasir Reshi, Surinder Kumar Chowdhary and Vikram Randhawa took part in the houseLater Secretary Legislative Council, Abdul Majid Bhat today informed the House about the bills passed by the State Legislature and assented to by the Governor.The bills assented to by the Governor include “The Jammu and Kashmir General Sales Tax (Amendment) Bill, 2017 (Act No. III of 2017)”; “The Jammu and Kashmir Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) (Amendment) Bill, 2017 (Act No. IV of 2017)”; and “The Jammu and Kashmir Civic Laws (Special Provisions) (Amendment) Bill, 2017 (Act No. VI of 2017)

During question hour members raised questions 

Minister for Roads and Buildings, Naeem Akhtar, while replying to a question by Haji Abdul Rashid in the Legislative Assembly, informed the house that the state government has submitted 289 road projects involving an estimated cost of Rs 2488.06 crore to NABARD and CRF to be taken up across the state during the current financial year.Responding to another question raised by Noor Mohammad Sheikh, the Minister informed that presently there was no proposal with the Government to widen the road from Qamarwari to Gadeh Kadal Chattabal via Veer Chattabal. Minister of State for Tourism Priya Sethi today said the government is contemplating to develop Cable Car in Loran and Tosamaidan to tap tourism potential of these areas.She further stated that the government is also contemplating to bring the state’s highest water fall at Nandi Chhol near Loran Mandi on tourist map
