Chief Secretary reviews Law & Order situation, winter preparedness with DCs, District SPs

Chief Secretary, B B Vyas together with Director General of Police, Wednesday chaired a video conference with Deputy Commissioners and District SPs to review the law & order situation and other issues of public importance including winter preparedness.Principal Secretary, Home, Principal Secretary to Chief Minister, Divisional Commissioner, Jammu, IGP CID, J&K, IGP, Jammu zone and other senior officers attended the meeting. Divisional Commissioner, Kashmir, IGP, Kashmir Zone participated in the meeting via video conference.The Deputy Commissioners and District police heads informed the meeting about the obtaining status of law & order situation in their respective districts.Chief Secretary stressed upon the officers to focus on extensive tours and public outreach programmes, in their respective areas for enhancing the quality of delivery of public services, particularly in regard to healthcare, electricity, drinking water and education.Director General of Police, J&K urged the civilian administration to work in greater coordination and synergy with the police administration so that the sufferings of the people are mitigated and their grievances addressed.

With regard to winter preparedness, Chief Secretary stressed on the Divisional and the District Administration to ensure that people especially living in remote and snow bound areas do not face any difficulty on account of availability of essential commodities and supply of electricity.Chief Secretary reviewed the status of implementation of the Chief Minister’s Commitments and asked the Deputy Commissioners to follow up on all the decisions taken in the meetings conducted by the Chief Minister as part of her mass outreach programme in districts. He observed that Planning Development & Monitoring Department has already released funds for the purpose and advised Deputy Commissioners to ensure time bound implementation of the decisions taken.To ensure people in snow bound and cut off areas in Kashmir, Ladakh and Jammu regions are able to move to and fro freely from their places, Chief Secretary asked Deputy Commissioners to ensure that all sectors and sub-sector are covered in the Helicopter Service being provided by the government at a subsidized fare.

Divisional Commissioner, Kashmir informed that trial flight and landing of Helicopter was conducted on 21.11.2017 in Drass and Kargil sectors and similar trial runs are scheduled in other sectors also.

It was informed that state government has requested the Union government to sanction Helicopter Service for 10 more sectors and necessary approval in this regard is expected to be granted soon. He asked the Divisional and the District Administration to avail of the Helicopter service and reach out to the people living in far flung and snow bound areas for addressing their problems at their door steps. Deputy Commissioner, Kupwara informed that work on civilian Helipads at Tangdhar, Keran and Machil is in the final stages and is expected to be completed shortly.In regard to operationalization of Helicopter services to various sectors in both the divisions, Divisional Commissioner, Kashmir and Divisional Commissioner, Jammu were asked to work out an appropriate flight time schedule.Status of implementation of the Border Area Development Programme (BADP) was also reviewed in the meeting with directions to concerned Deputy Commissioners to speed up implementation of BADP schemes strictly in accordance with the BADP guidelines.Chief Secretary also emphasised upon holding of timely DPCs and completion of departmental enquiries. He asked the DCs to ensure attendance of all employees through Aadhaar Enabled Bio-Metric System (AEBAS).
