Chief Secretary chairs 1st State Apex Committee Meeting for Nationwide Emergency Response System

Chief Secretary B B Vyas Friday chaired the 1st State Apex Committee Meeting for Nationwide Emergency Response System (NERS).Director General of Police, J&K, Principal Secretary, Home, Principal Secretary, Finance, Principal Secretary, Health & Medical Education, Administrative Secretaries of the Departments of Disaster Management, Social Welfare and IT, Special DGP Hqr, PHQ, IGP Technical Services, J&K besides other senior officers attended the meeting.NERS is a Pan-India integrated helpline number ‘112’ with the objective of addressing all emergencies. The key players being the Police, Health Services, Fire & Emergency Services, Disaster Management, Social Welfare and Telecom Services.The system will integrate various emergency call numbers like Police (100), Fire (101), Ambulance (102) and Women & Child Care (181) into one, to act not only as ‘receiver’ of emergency calls but also as ‘responder’ in a very quick time.

The entire funding for the project is being provided by Union Ministry of Home and presently Rs 701.12 Cr under CCS has been allocated and released to the State Government.The financial support is being provided to the States/UTs to setup their Emergency Response Centers (ERCs), which will cover expenditure related to computer hardware, connectivity, well trained call takers and Mobile Device Terminals fitted vehicles for last mile service delivery to be deployed on a pilot basis. Each ERC is being provided with an emergency response software suit developed through Centre for Development of Advanced Computing (C-DAC), Thiruvananthapuram.

The Apex Committee held detailed deliberations on the implementation aspects of the entire project and discussed the roles and responsibilities to be taken for its successful implementation. It was decided that a Technical Committee comprising Special DGP Hqr, PHQ, IGP Technical Services and Secretary, IT will concretize the project and place it before the State Apex Committee by December, 15th, 2017.
