Chief Secretary reviews implementation of PM’s Development Package for Migrants, DPs, issues related to border areas, welfare programmes

Chief Secretary, B B Vyas Thursday took a comprehensive review of implementation of PM's Development Package for Migrants and Displaced Persons (DPs) besides issues related to border areas including implementation of various welfare schemes and construction of bunkers for safety of border residents.Director General of Police, J&K, Principal Secretary, Home, Administrative Secretaries of the Departments of Rural Development, Disaster Management, Relief, Rehabilitation & Reconstruction (DMRR&R) and Social Welfare, Divisional Commissioner, Jammu, DC, Jammu and other senior officers participated in the meeting. Divisional Commissioner, Kashmir, Deputy Commissioner of the districts of Baramulla, Bandipora, Kupwara, Rajouri, Kathua and Samba participated via video conferencing. It was informed that with the completion of Aadhaar seeding of bank accounts and validation on PFMS of most of the Kashmiri and Jammu Migrants (Relief Holders), the Department of DMRR&R is now in a position to provide relief in the form of cash assistance through DBT from the month of October, 2017 onwards. Chief Secretary received brief from Divisional Commissioner, Jammu in regard to completion of formalities under one-time settlement package for DPs including their authentication by designated authorities of Department of DMRR&R and Aadhaar and bank account linkages for onwards submission to the Union Government for release of payment through DBT under PM's relief package. Chief Secretary asked the concerned department to update the progress achieved within the next one week.  

   On construction of community and individual bunkers for safety of population living in border districts, affected by cross border shelling, it was informed that while the proposals in respect of Jammu division stand already submitted, proposals in respect of border districts of Kashmir division including Baramulla, Bandipora and Kupwara are being submitted by the Divisional Commissioner, Kashmir to the Home department today.   Issues concerning the welfare of Gujjars, Bakerwals and Pahari community were also discussed. Chief Secretary emphasized on effective implementation of the Tribal Sub-Plan funds and Border Area Development Programme for the benefit of these communities.
