Chief Secretary, B B Vyas today chaired the meeting of the State Level Sanctioning Committee (SLSC) and discussed implementation of various schemes including SMAE-ATMA, PMKSY and RKVY.The meeting was attended by Additional Commissioner, Government of India, Dr Rajpal Deswal, Financial Commissioner, Revenue, Lokesh Jha, Principal Secretary, Agriculture Production, Sandeep Kumar Naik, Principal Secretary Finance, Navin Kumar Choudhary, Principal Secretary to Chief Minister, Rohit Kansal, Commissioner Secretary Animal Husbandry R K Bhaghat, CGM NABARD, S K Majumdar, and other officers of Finance, Agriculture Production, Revenue and other allied departments.During the meeting, the Chief Secretary reviewed progress with respect to ‘Sub Mission on Agriculture Extension’ under National Mission on Agriculture Extension and Technology (NMAET) in the State.The Chief Secretary taking note of the progress report presented by concerned passed directions for conducting regular outcome analysis by using third party to identify the ground level impact of these initiatives. Further, he directed for success stories to be put out on public platforms like departmental websites, besides, 25 best practices so as to highlight the various ways in which farming communities can be benefitted. He added that the initiative would encourage other farmers to avail benefits from these schemes.Directing for organizing exposure and training programmes for officers at all levels, the CS asked to hold regular national and international level training programmes so that best professional practices can be adopted in the State.He also asked the departments to conduct training analysis for programmes being conducted to measure their effectiveness, besides developing accountability.CS also directed the concerned departments to develop an independent mechanism to certify organic produce in the State so that farmers using organic practices in farming can get appropriate selling price for their produce in national as well as international markets.
While taking up the progress under Rashtriya Krishi Vikas Yojana (RKVY)- Annual Action Plan (AAP), the CS was informed that various works are being taken up under the programme, including tackling migratory locust infestation, economic empowerment of rural women through vegetable production, augmentation of meat production, intensive farm mechanization, marketing of vegetables at long distance markets by refrigerated vans, intensive apiculture colonies-mushroom corridors, ‘Kashmir Fresh’, and ‘Jammu Fresh’ value chain branding and promotion for local produce among others.CS directed for taking up a mission mode work approach in conversion to generate maximum impact at ground level. Asking for moving away from a scattered approach towards rural development, CS said that villages and Panchayats should be taken in phased manner. He also directed for impact/outcome analysis to be conducted for these villages/Panchayats, besides, linking the progress with farmers income to analyze the progress made with regards to the programme objective of “doubling of farmers income.” Discussions were also taken up regarding the annual action plan for ‘Per Drop More Crop’ component of PMKSY. During the meeting, the CS sought the update on the various measures that are taken up to fulfill the mission objective of achieving more crop per drop. He also directed to work in convergence and coordination with all allied departments to achieve the desirable results.
