DC reviews preparedness for revenue record digitization, assesses delivery under PSGA

To review the progress achieved under digitization of land records, Deputy Commissioner, Ramesh Kumar today chaired a meeting under Digital India Land Records Modernization Programme (DILRMP) at the conference hall of DC office complex.Pertinent to mention that the programme aims to modernize management of land records, minimize scope of land/property disputes and enhance transparency in the land records maintenance system.ADC Kathua, Dr Bharat Bhushan, Regional Director Survey and Land Records, Assistant Settlement officer, ACR, SDM Hiranagar, Tehsildars and revenue officials of district Kathua were present in the meeting.Reviewing the progress of various works commenced under digitization process, DC called for accelerating the pace of work for developing a modern, comprehensive and transparent land records management system and further directed the concerned to ensure that standard procedure is followed for checking the names of villages and tehsils with those in census books and the old record may be preserved in such a way that it is saved for posterity.He further directed the revenue officers to update their revenue records especially Jamabandies at war footing to ensure that the digitisation is completed in a time bound manner and people can avail the benefits of the programme with digital maintenance, preservation and updation of land records.

ADC Kathua was nominated as Nodal Officer to facilitate all the stake holders involved in the process of digitization besides providing requisite support to the agency, enabling it to complete the task at the earliest.Later, the Deputy Commissioner called upon the revenue officers to take all necessary steps to make public services delivery easier, accountable and transparent in a meeting where he reviewed the functioning of revenue department also.The Deputy Commissioner directed revenue officers to prioritize the work of jamabandhi strictly in conformity with the standing instructions and fixed tehsil wise targets. Committees were also framed for inspecting jamabandies.He also directed Tehsildars to speed up the process of land acquisition in consultation with all the stakeholders so that best location can be identified for major developmental projects and work on these projects can be started at the earliest besides completing mutation of major developmental projects under PMGSY, BRO, GREF and NHAI. He further directed them to attest mutation of displaced persons of 1965 and 71 at the earliest.

Stressing for keeping close check on encroachments in areas under their respective jurisdiction and strengthening the anti encroachment mechanism to retrieve encroached state, common and kahchrai land, DC impressed upon revenue officers to keep a strict vigil to prohibit conversion of agriculture land for non-agricultural purposes. Similar emphasis is to be laid on conserving water bodies besides restricting their conversion to some other use, he asserted.The DC also reviewed the status of applications received under PSGA in the district along with their disposal rate and exhorted upon the officers to ensure timely disposal of applications and submission of information under PSGA so that such cases are disposed off within the prescribed period. He also reviewed the status of AADHAR enrollments in the tehsils.DC directed SDMs and Tehsildars to ensure that Patwaris remain present in their respective Patwarkhanas on Monday and Thursday and further directed them to conduct random inspections to keep a check on their activities.
