Chief Secretary, B R Sharma, Friday chaired the 3rd meeting of the Governing Body of Jammu & Kashmir Land Records Management Agency (JaKLaRMA), to review the implementation of the Digital India Land Records Modernization Programme (DILRMP).DILRMP is an integrated programme aimed at modernizing of land records to minimize the scope of Land/property disputes and enhance transparency in land records maintenance system in the country.Financial Commissioner, Planning, Development & Monitoring Department, B B Vyas, Financial Commissioner, Revenue, J&K, Lokesh Dutt Jha, Principal Secretary, Home, R K Goyal, Commissioner Secretary, Finance, N K Choudhary and other senior officers were present.JaKLaRMA was formed in 2013 by the State government to implement the Digital India Land Records Modernization Programme in a mission mode. The programme is 100% centrally funded and aims at enhancing transparency in land records maintenance. The main components of the programme include computerization of all land records including mutations, digitization of maps and integration of textual and spatial data.

Financial Commissioner, Revenue, J&K briefed the meeting about the progress achieved from 23rd April 2016 to 28th March, 2017. He said in the first phase i.e, November, 2015 to February, 2018, out of the 666.49 Lakh Revenue documents and 40,000 Revenue maps to be scanned, 66.57 lakh Revenue documents and 18,322 Revenue maps have been scanned so far. Besides, as many as, 3565 Ground Control Points have been installed in 18 Districts of the State. Moreover, construction of 16 Modern Record Rooms (MRR) has been completed. A proposal to take up construction of MRRs in all 217 Tehsils is also under consideration, subject to the availability of funds.In first phase Srinagar and Jammu districts have been taken up for implementation of the project. In the 2nd phase i.e March 2018 to March 2020, 10 more districts will be taken and in the 3rd and final phase from April 2020 to March 2022, remaining Districts will be covered. The entire process in the State has been targeted to be completed by 31st March, 2022.
