CVC asked to meet Governor again

Chief Vigilance Commissioner (CVC), Jammu and Kashmir, called on Governor N.N. Vohra and briefed him about the functioning of the Vigilance Commission.Mr. Khoda informed the Governor about various objectives achieved by the Commission since its establishment, to-date status of the complaints received by the Commission, their disposal and the conclusions arrived at by the CVC for making the Commission more effective and result oriented in eradicating the menace of corruption, particularly by effectively deterring the corrupt elements in the State.CVC informed that out of total 1,031 complaints received by the Commission during 2016, 105 were referred for departmental/administrative action and 49 referred for registration of FIRs/PEs by Vigilance Organization/Crime Branch/Police. 597 complaints were dismissed/filed after examination while another 280 were dismissed after thorough enquiry/hearing. The number of complaints received by the Commission  during  23.02.2013-31.02.2016, year-wise are: 985 (2013); 1168 (2014); 1200 (2015); 989 (2016). Briefly, out of the total 4,342 complaints received by the Commission since 2013, 3966 complaints stand disposed off while 376 are under scrutiny.

CVC also apprised the Governor about the proposals submitted to the Government for making certain amendments in the Vigilance Commission Act, 2011 to empower the Commission and for ensuring that a transparent and responsive grievance redressal mechanism is put in place. The amendments proposed by the Commission include: (i) enabling the Commission to take suo moto cognizance of the acts of corruption, malpractices and abuse of official position; (ii) provision for ensuring timely submission of documents and reports in compliance to the directions of the Commission; (iii) constitution of a Committee for recommending panels of officers from among whom the most suitable should be selected for posting as Directors Vigilance Organization on the same lines as provided in the Central Vigilance Commission Act;  and (v) authorising the Director Vigilance Organization to recommend posting of  Dy S.P and above level Police Officers in the Vigilance Organization.Complimenting Mr. Khoda for the very significant work done by the SVC he urged him to continue regularly monitoring all pending enquiry and prosecution sanction cases in accordance with the provisions of the State Vigilance Commission Act, 2011 and taking all possible initiatives to enhance awareness amongst people and encouraging them to come forward for reporting every case of dishonest functioning by Public Servants. Governor desired CVC to meet him again next week to particularly discuss the to-date status of Government action on SVC’s recommendations in the past three years.
