Chief Secretary reviews implementation of ‘Ease of Doing Business’ Reforms Action Plan

Chief Secretary, B R Sharma Thursday chaired an inter-departmental review meeting regarding implementation of the 340-Point Business Reforms Action Plan for Ease of Doing Business.As part of the country wide reforms initiative, each State Government has to ensure that necessary changes are brought in the existing system of regulations to make it business and investment friendly and also take necessary steps to improve access to information and transparency.As almost all departments in the J&K Government have already initiated various reform measures, the ranking of J&K vis-a-vis other states with regard to ease of doing business is expected to considerably go up this year from the last year's rank of 27th as per study conducted by the World Bank.State Government during last year issued a fresh regulatory order, providing for a simpler mechanism to start and operate a business unit in the State, thereby significantly reducing the complexity of complying with the business regulations and ensuring ease of doing business.

Many of the documentation requirements and procedures for registration, permission, certification and clearances have been significantly reduced and in many cases all together dispensed with.Similarly, a Single Window Clearance System with clear timelines has been established in many departments along with taking many other reform measures across various departments.While reviewing status of reform measures initiated by various departments, Chief Secretary asked the concerned Administrative Secretaries to regularly review and compare their standards with top ranking States for further improving their respective departmental initiatives in regard to the Ease of Doing Business.Chief Secretary also urged Administrative Secretaries to extend fullest cooperation where ever such inter-departmental coordination is required in initiating reforms.
