LA holds discussion on grants of Revenue, allied Departments

Several members today took part in the discussion on Demand of Grants for Revenue, Disaster Management, Relief, Rehabilitation and Reconstruction Departments in Legislative Assembly.Initiating the discussion, Mr Jewan Lal called for creation of infrastructure for the new administrative units. He also welcomed the Government’s decision of increasing the honorarium of Nambardar and Chowkidars. He also sought creation of separate sub-division for Billawar, speeding up of Roshni cases of the area, adequate compensation to owners of the land acquired for various projects, sanctioning of staff for the newly created administrative units.He also called for ensuring effective implementation of Public Service Guarantee Act (PSGA) to benefit the people living in rural and far-flung areas with regard to the delivery of requisite services within the stipulated time period as provided under the Act.Mohammad Akbar Lone demanded adequate compensation to the people whose property including houses, orchards were damaged during the September 2014 floods. He also demanded creation of infrastructure besides adequate staff for the newly created administrative units in Sonawari Constituency. He also stressed on rationalization of revenue officials particularly Patwaris and speeding up the process of bandobast.Mr. Lone also called for taking effective measures for retrieving the Kahcharai land which has been illegally occupied, while seeking   effective measures for simplifying the process for providing compensation to the people affected by various natural calamities.Javid Mustafa Mir pleaded for keeping adequate budgetary provision for maintenance of the assets of the Revenue Department. He also called for providing PRCs within the shortest possible time for the convenience of the people. Mr. Mir called for digitization of revenue records and also advocated for action plan for Disaster Management.

Aijaz Ahmed Khan advocated for making newly created administrative units functional. He also called for starting settlement operation in Tehsil Gool of district Ramban. He also demanded early filling up of vacant posts of Patwaris in the area. He called for speeding up the land acquisition cases and also providing compensation due to the owners, maintaining that the Government should also explore the possibility of holding negotiation for speeding up the process and also making it time bound. He also pleaded for making the settlement process time-bound.Mr. Khan also demanded creation of special of Disaster Management Fund for providing adequate compensation to the people affected due to calamities. He also called for rehabilitation package for migrants of Jammu division and speeding up the process for identifying the Kashmiri migrants desirous to go back to their homes.Devinder Singh Rana also took part in the discussion on Demand of Grants for Revenue, Disaster Management, Relief, Rehabilitation and Reconstruction Departments and advocated for making Jindra Tehsil functional.Hakeem Mohammad Yasin demanded for taking steps for eviction of illegal occupants of State and Kahcharai land in district Budgam. He also sought filling up of posts in newly created administrative units in the State and sanctioning of Tehsil office for Arizal in Khan-Sahib Constituency.

Daleep Singh Parihar demanded for early sanctioning of relief in favor of the affected families whose houses were damaged in different natural calamities of his constituency. He also pleaded for early releasing of funds under SDRF besides advocated for timely setting up of pending cases under Roshni Act.Bashir Ahmad Dar advocated for bringing transparency and revamping the functioning of the Revenue department. He said the Revenue Department is a mirror of the Government and it has to be strengthened at all the levels.

Rajiv Jasrotia said measures should be taken to revitalize the Revenue Department. He said steps should also be taken to stop the land convergence and the issuance of State Subject certificates should also be streamlined.Deldan Namgiyal demanded special measures to be taken for the streamlining the working of the Revenue Department in Nobra constituency. He also demanded for increase in the quantum of SDRF and also for inclusion of people from Kargil in ALC.

Mohammad Amin Bhat demanded rehabilitation of migrant Kashmiri Pandits in Kashmir Valley and also compensation to the 2014 flood affected people of Anantnag district.Noor Mohammad Sheikh said that Revenue department should be revitalized and officials should be made accountable for their functioning.  He also demanded that pending relief should be released for the 2014 flood-hit people of the Valley, especially Srinagar district.Rajesh Gupta while lauding the Revenue Department said that this department is the backbone of the administration. He called for undertaking a comprehensive exercise of valuation of custodian assets.Raja Manzoor Ahmed demanded compensation for the people whose houses were damaged in disasters.  He also asked for making the newly established administrative units fully functional besides treating migrants of Karnah tehsil at par with Kashmir Pandit migrants.

Javed Ahmed Rana advocated for providing compensation to the families affected due to border shelling and farmers affected due to drought in the Pir Panchal region. He demanded filling of vacant posts of revenue staff.  He also asked for bifurcation of new tehsil units on the basis of topographical and geographical basis. Er Abdul Rashid asked the Pandits to come to Kashmir and the people of Kashmir will help in their integrated rehabilitation. He demanded early release of relief to the people whose houses/stocks got damaged due to fire, floods and other natural calamities.Pawan Kumar Gupta demanded that state land transferred under Roshni Act separately in each district of the state with full particulars of land and measurement vis a vis cost should be submitted to house with corresponding at present circle rates.He also demanded outcome of inquiry into the gross illegalities committed in process of cases under Roshni Act and losses caused to the state exchequer with names of accused involved be made public.Abdul Majeed Paddar demanded compensation and rehabilitation for flood victims.  He also demanded enquiry into the grabbing of land in a village in his constituency.Abdul Majid Larmi advocated for opening of new Naibats at Frisal, Kader, Batingoo and Sangam in Homshalibugh constituency.
