Financial Commissioner Revenue reviews functioning of Revenue Dept in Ramban

Stresses on better preservation of old records

Financial Commissioner Revenue (FCR), Pramod Kumar Jain today stressed on revitalization of revenue department through better preservation of old records and efficient delivery of services.He was chairing a meeting of revenue officers and field functionaries including Lambardars and Chowkidars  of Ramban district.At the outset, Deputy Commissioner Ramban Mohammad Aijaz apprised the FCR about district profile and status of progress recorded in various revenue components like attestation of mutations,  Girdawari, relief cases, preparation of Jamabandis, completion of RORs for settlement, land acquisition, disposal of court cases and eviction of encroachments from state and Kahcharai land.Financial Commissioner stressed on speeding up the inspection of Girdwari by the revenue officers. In this regard, he asked the    revenue officer and official to follow the standing orders strictly and  redouble tehir efforts for inspection of the Girdwari registers after spot visits in all the villages.

Appreciating the efforts of the revenue officers in evicting encroached land, he said Lambardars and chowkidars shall be given the responsibility of taking care of the evicted land. “All field functionaries shall remain vigilant and alert in order to prevent land encroachments”, he asserted and stressed on best use of available resources.Financial Commissioner said that requisite measures should be taken to safeguard the old and new revenue records as it is imperative for its computerisation. He also assured for renovation of four Patwar offices in the district.Asking officers to hold regular filed visits, he   said strict action would be taken against those who fail to submit their tour diaries. “Strict action shall be taken against such officers  because such diaries are the sole proof for assessing progress in the field” he added. He further stressed on framing of duty calendar for the field visits by officers to facilitate easy access of the people.  

The Financial Commissioner stressed on time bound disposal of vigilance complaints to improve transparency and accountability in the system. He asked the officers to make concerted efforts to streamline the functioning of the department especially by maintaining proper liaison with filed functionaries who are real link with the people at the grass root level.He further stressed on conducting regular administrative inspections, physical verification and time bound submissions of monthly statements and other communications of immediate nature. He said that all targets have to be fully achieved with active working style, proper coordination, responsibility, honesty and dedication.Meanwhile, some demands and issues were also raised in the meeting by the Patwaris, lambardars and chokidars which were addressed by the FCR on the spot.Later, FCR also   inspected revenue offices and record room and instructed the concerned officers for proper custody and care of the revenue record prepared from time to time. He said that District Ramban shall very soon be brought under the ambit of computerisation of land record. Additional Deputy Commissioner Ramban Babu Ram, CPO Parshotam Kumar, ACR Vevaik Puri, SDM Gool Zamir Reshu, SDM Ramsoo Ravi Thakur besides Tehsildars and  Niab Tehsildars were present in the meeting.
