The 1st National Conference of Investigating Agencies concluded here today. In his valedictory address Shri U.U. Lalit, Justice of Supreme Court of India, stressed upon the adequate knowledge of laws and their appropriate use during investigation. He emphasized the need for coordination between various investigation agencies and the prosecution wings to improve the quality of investigation. He mentioned that attention to detail and intuition are the hallmarks of good investigators. Earlier in the day, Justice Dr. Balbir Singh Chauhan, Chairman of the 21st Law Commission of India, chaired an important session on “Legal issues faced by Delhi Police” and delivered the Keynote address. In this session, Justice Shri Ravi R. Tripathi, Member of the Law Commission, was also present. The two-day Conference was inaugurated by the Union Home Minister Shri Rajnath Singh yesterday. 

In his inaugural address the Union Home Minister appreciated the organization of such a conference. He stressed that improvement in quality of investigation has been long felt demand of the public and such conferences which have never been held before, will go a long way in increasing the quality of investigation and bringing the guilty to justice. In order to motivate good quality investigation the Union Home Minister also declared that every year 150-200 medals will be given to good investigators throughout the country. He asked DG, BPR&D to prepare the Standard Operating Procedure for awarding these medals. The Union Home Minister felt confident that such conference will go a long way in helping the Indian Police Investigation Agencies to deal with the challenges of Terrorist Crimes, Cyber Crimes, Economic and organized crimes. The Home Minister felt that more researches should be conducted by BPR&D to assist in the investigation. He also stressed the importance of new legislation and amendments required in laws. In order to strengthen investigation he assured that the results and recommendations of the conference will be considered by the MHA and all necessary action will be taken to implement them. 

The agenda of the Conference were:- 

Discuss the latest laws and judgements and their implications for investigation and prosecution. 

Deliberate on new legislation/ criminal law amendments and systematic changes for meeting new challenges in investigation. 

Adoption of latest technology in forensic sciences for expeditious and professional investigation. 

Share best practices followed by different investigation agencies which could be implemented by others. 

The two-day conference was attended by more than 100 delegates from States/ Union Territories/ Central Police Organisations who are working in investigation agencies such as Crime Branches/ Economic Offences Wing/ Special Task Force/ etc. A large number of police officers from the Central Armed Police Forces and other important investigating agencies like Enforcement Directorate/ Central Bureau of Investigation/ Serious Fraud Investigation Office/ Financial Intelligence Unit etc. also attended the conference. The delegates discussed and deliberated in great detail and formulated the recommendations and resolutions of the conference which will be forwarded to the MHA for implementation and necessary action.
