Chief Secretary chairs 2nd meeting on ‘Housing for All’ Urban Mission

House demand survey in 25 cities/towns completed, 1.21 lakh beneficiaries identified, DPR of Anantnag, Kathua approved

Chief Secretary, B R Sharma Wednesday chaired the 2nd meeting of the State Level Sanctioning Cum Monitoring Committee (SLSMC) for implementing 'Housing for All' (HFA) Urban Mission in Jammu and Kashmir under the Pradhan Mantri Awas Yojana (PMAY). Financial Commissioner, Planning Development & Monitoring Department, B. B. Vyas, Commissioner Secretary, Housing & Urban Development, Hirdesh Kumar and other officers were present in the meeting.'Housing for All' Urban Mission to be implemented during 2015-2022, was launched in June 2015 by the Prime Minister with an objective to address the housing requirements of urban poor viz Economically Weaker Sections (EWS) families including slum dwellers for which all the States are required to prepare ‘Housing for All Plan of Action’ for the period 2015-22 with Annual Implementation Plans on yearly basis.The Mission shall be implemented through 1) in situ slum redevelopment', 2) affordable housing in partnership', 3) credit linked subsidy scheme and 4) beneficiary led individual house construction or enhancement.

Commissioner Secretary, H&UD, informed the Committee that housing demand survey has been completed in 2 capital cities and 23 towns and as many as 1.21 Lakh beneficiaries were identified during the survey. The towns include Jammu, R S Pura, Samba, Kathua, Basholi, Poonch, Rajouri  Udhampur, Ramban, Kishtawar, Baderwah and Doda in Jammu region and Srinagar, Ganderbal, Budgam, Anantnag, Bijbehara, Shopian, Pulwama, Baramulla, Sopore, Handwara and Kupwara in Kashmir region, besides Leh and Kargil towns.The Committee gave nod to the H&UD department to initiate the process of conducting house demand survey of other towns to be taken up during the 2nd phase (April 2017- March 2019).To initiate the implementation of 'Housing for All' Urban Mission in the State, the Committee in its 1st meeting had selected Baramulla and Udhampur towns to begin with. DPRs of Baramulla and Udhampur town of Rs 830 Lakh and Rs 777 Lakh under the Beneficiary Led Individual House Construction/Enhancement component were approved by the Committee. 

The Committee today gave approval to DPRs for Beneficiary Led Individual House Construction in Anantnag and Kathua towns. DPR for Anantnag Town has been formulated at an estimated cost of Rs 646 Lakh for construction of 132 dwelling units for beneficiaries belonging of EWS category and DPR for Kathua has been formulated at an estimated cost of Rs 530 Lakh for construction of 124 dwelling units.The eligible families belonging to EWS category will be provided assistance to the tune of Rs 1.65 Lakh per dwelling unit to either construct new house or enhance existing houses of their own. The beneficiary in or outside slums have to approach Urban Local Bodies (ULBs) with proof of land/house ownership and the ULBs have to ascertain ownership of land, economic status and eligibility etc. of the beneficiary.

The Committee also asked the H&UD department to publish in the Newspaper, the names of all the identified beneficiaries selected for assistance under the 'Housing for All' Urban Mission.Meanwhile, the Committee also gave approval to the Housing for All Plan of Action (HFAPoA) of the 25 selected cities/towns with an estimated plan outlay of Rs 6081.44Cr, out of which Rs 1920 Cr would be Central share and Rs 136.41 Cr State share and remaining amount of Rs 4024.81Cr shall be contributed by the beneficiary and/or private partners.The Committee approved the first year Annual Implementation Plan (AIP) of 2016-17 of Rs 2785.09 Cr for all the 25 selected cities/towns with targeted coverage of 55087 beneficiary families. The AIP shall be funded in the ratio of 90:10 between Central and State governments.
