Marching ahead in bringing qualitative reforms in police investigation process, the Punjab Bureau of Investigation (PBI), a brainchild of the Deputy Chief Minister S. Sukhbir Singh Badal to establish separate cadre for investigation wing at sub division level would be a reality on Punjab Day this.Making this important announcement, S. Badal said the bureau would soon see the light of the day as the state cabinet have gave in-principle approval for the creation of 16035 posts for the state police which includes 5249 posts for the PBI.In a meeting here with the senior officers of the home and police department, the Deputy Chief Minister, who also holds home portfolio, deliberated upon the modalities of the PBI on separation of different cadres at sub-division and headquarters level. To establish a separate cadre of the Bureau he asked the home department to lay down conditions for the recruitment of specialized police personnel under various categories having extraordinary skills in legal affairs, forensics, IT and financial matters.He added that the bureau had already been established under the supervision of director-cum-ADGP at headquarters with D.I.G. level officer to be incharge at range level. In the districts, the SSPs and the Commissioners of Police would perform the duty of incharge and the DSP (Investigation) would be in charge at the sub-divisional level.

Asking the DGP to create a fully professional legal and forensic experts team to be deployed in the field besides specialized focus on manpower of gazetted officers and non-gazetted officers, S. Badal also batted for the investigators and detectives to be fully equipped with the latest gadgets in order to enable them to collect samples of blood, fingerprints etc. for the purpose of proper investigation and evidence.The Deputy Chief Minister revealed that PBI would have Special Investigation Units which comprising of homicide units, crime against women and child unit, cyber crime unit, economic offences unit, special crimes unit and anti human trafficking unit. A total of 174 teams would be formed at homicide unit level whereas 152 teams would be formed in crime against women & children unit with 150 teams in total at cyber crime unit level.Giving more details, the Deputy CM also said that a Special Task Force (STF) would also be formed to tackle effectively the menace of organized crime. To strengthen the intelligence cadre, he informed that 781 new posts have been created having 11 DSPs, 24 inspectors, 66 SIs, 64 ASIs, 116 head constables and 500 constables. He asked the home department to finalize the recruitment conditions for this cadre and the intelligence personnel should be a graduate from recognized university and additionally have IT degree in B.Sc/B.Tech/BE/BCA or PGDCA. 

S. Badal also informed that 4425 additional posts including ADCP/SP, ACP/DSP, Inspector, SI, ASI, head constable and constables have also been approved to provide best and efficient security services to the public in Ludhiana, Amritsar and SAS Nagar which are the famous business, religious and industrial centres. Besides this, 4,000 constables and 750 constable drivers would also be recruited to strengthen the recently launched Rapid Rural Police Response Scheme in the state.Among others present in the meeting included Addl. chief secretary home affairs justice and jails Jagpal Singh Sandhu, principal secretary finance DP Reddy, principal secretary to Deputy CM PS Aujla, DGP Suresh Arora, ADGP administration Dinkar Gupta, ADGP cum director PBI Iqbal Preet Singh Sahota, IG headquarters Gaurav Yadav, IG crime G. Nageswara Rao, Special principal secretary to CM Gaggandeep Singh Brar, special principal secretaries to Deputy CM Rahul Tewari, Manvesh Singh Sidhu and Ajay Mahajan.
