Minister for Rural Development and Panchayati Raj, Mr. Abdul Haq today informed the House that Rajiv Gandhi Shasthtikarn Abhiyan Yojana was a scheme which had provision for engagement of Accountant-cum-Data Entry Operators on contractual basis for a period of one year at Panchayati level.Replying to a question read by Sheikh Ishfaq Jabbar on behalf of Mr. Altaf Ahmed Wani, the Minister said that initially 179 persons were engaged in Kashmir division under the scheme. He said, however, the Centre stopped its funding and the scheme stands closed.The Minister said that construction of Panchayat Ghar at Vail Nagabal-B in Khoveripora Block has not taken up due to land dispute.The Minister said that during 2012-13, Panchayat Body of Halqa Vail Nagabal-B decided to construct Panchayat Ghar and accordingly identified the site for the said construction.
He said in the meanwhile a dispute arose among the locals with the result one group filed a suit in the court and succeeded in getting the status-quo against the said construction.He said that since the matter is subjudice as such the construction of Panchayat Ghar has not taken off.The Minister informed that no Mali-cum-Chowkidar posts have been sanctioned/created in the Department hence Government has not made any engagement thereof. He, however, said that those persons who have given land free of cost for construction of Panchayat Ghars would be considered for engagement. He said the engagement of Data Entry Operators and other staff required for implementation of various Schemes are under consideration of the Government and would be engaged in due course of time.
