Minister for Law, Justice & Rural Development Mr Abdul Haq Khan while replying on behalf of Minister for Home to a Calling Attention Notice by Qaisar Jamsheed Lone informed the House today that on 17th May 2016 at about 1100 hours, one boy, namely Bilal Ahmad Rather S/o Ghulam Mohi-ud-Din Rather R/o Kanipora, Sogam (Kupwara) aged about 22 years, slipped and drowned in an irrigation pond at Sogam.The Minister said that the district administration made serious efforts to retrieve the body. However, he said that in view of the depth of the pond, the body could not be fished out on the same day and the operation had to be suspended during night and was resumed at 0630 hours on the next morning.The Minister said that body of the deceased was fished out on 18th May 2016 with the help of Navy (MARCOS). After completion of legal and medical formalities, the body of the boy was handed over to his legal heirs for burial. He said that a report, vide No: 04 to this effect has been entered in the daily dairy of police station Sogam on 18thMay, 2016.Mr. Haq said that in view of the incident, people have been demanding a establishment of well equipped National Disaster Response Force (NDRF) or State Disaster Response Force (SDRF) centre in the district Kupwara.
