Huge data errors may fail NFSA in JK:Former Ministers are BPL, Chief Secretary is APL in data

It seems that certain Bureaucrats have mislead Governor NN Vohra on implementation of NFSA in the state of Jammu and Kashmir as there are at least 7.50 lakh ‘bogus’ ration cards prepared by the Department in hasty manner with a Former Minister listed as BPL and Chief Secretary in APL category violating own Order No 128 dated 4-12-2015. NFSA is being implemented from Feb 15 in the state without cross checking of database and it can create huge hue and cry due to large scale errors in the data.Order Number 128 of Government says that all persons holding constitutional position, all Gazetted Officers or equivalent rank in Corporations/ Boards/ PSUs will be kept in exclusion category besides businessmen having business turnover of Rs 25 lakh per year and income tax payers of the slab @ 30 % or highest tax slab, but in most of cases these people exist in lists.

Contrary to the order, Former Transport Minister Abdul Gani Kohli  has been entered at three places and has been shown as  BPL at Masjid Mohalla Jawahar Nagar Sialsui Kalakote vide Unique Ration Card No 00000992 uploaded on National Portal www.pdsportal.nic.in. He also has been entered at 2ndplace Sialsui Kalakote with URC ID: 00000576 and Annual Income 3000 which means Former Minister and MLA Kalakote is having only Rs 260 income per month. Similarly Former Minister has also been entered at 3rd place Channi Himat Jammu  vide URC ID : 00085245 with Annual Income  5000/-.

It is irony that Chief Secretary BR Sharma who is head of bureaucracy in the state figured in APL category. (Non Priority Household will get Rs 10 Rice and Rs 8 Atta). Sharma has been entered as Rationee vide Unique Ration Card ID 00075642, Application No 258915 and annual income of Chief Secretary has been shown as 50,000 per year whereas the fact is that he is getting Rs 1.80 lakh salary per month.

MLA Inderwal GM Sarrori according to CNS is another example who must have been kept in Exclusion Category figured in APL with Unique Ration Card ID 00000174 and Application No 519214.One Former Chief Engineer AK Gandotra has been entered as APL Rationee at Trikuta Nagar Jammu vide ID No 00084786 and Annual Income has been shown as 25000 per year.Former Minister Romesh Chander of Nowshera  falls in BPL Category as per the date uploaded on the portal vide URC ID : 00001228 who has been shown BPL with Annual Income Rs 900 (i.e Rs 70 per month).It is surprising that Former CAPD Minister Chowdhary Zulfkar Ali is nowhere in the data. He has even not been entered in the Exclusion Category.As per sources and available documents there are 7.50 lakh bogus rationees entered and it may create huge hue and cry in near future.

According to census 2011, the population of J&K State is 125.48 lakhs but the total beneficiaries identified under all categories so far and uploaded on the national portal are around 117.45 lakhs and if the beneficiaries of Srinagar, Leh and Kargil which are still not uploaded , around 15.60 lakh are included in this then total will become around  133 lakh souls.  There is huge difference.In Udhampur the population as per 2011 census is 5, 55,357 but 6, 74,282 souls have been shownIn Rajouri, the actual population is 6,19,260 but on data base 7,57,493 beneficiaries are shown.In Baramulla the population is 10,15,503 as per latest census but on data base the number projected is 12,26,526.In Doda there is difference of over 28,000 souls. As per average of 5.5 members per family, ration cards were supposed to be given to 8, 23,790 families but in data base they have identified 11,23, 588 such families in the State. (CNS)
