Financial Commissioner, Planning and Development Department, Mr B B Vyas today called for early completion of procedural requirements for the projects to be taken up under Prime Minister’s Reconstruction Plan.Mr Vyas enjoined upon the officers to ensure timely completion of all the procedural requirements in consultation with the concerned union ministries to kick-start early execution of projects under the PM’s Rs 80,000 crore package for Jammu and Kashmir.The Financial Commissioner was addressing a meeting convened here today to review the implementation of Prime Minister’s Rs 80,000 crore package (TAMEIR Plan) for JK, flood restoration works, centrally sponsored schemes and identification of new projects.Stressing the need for improving institutional mechanism in government offices, Vyas directed the officers to expedite submission of utilization certificates for centrally sponsored schemes and other flagship programmes.

He also directed for immediate preparation of CAS-MIS formats for the projects taken up under reconstruction of flood damaged assets so that the NITI Aayog can be approached for release of funds. He set deadline for submission of these formats by next week.Financial Commissioner emphasized for effective monitoring of developmental projects to ensure proper utilization of resources. He was informed that 700 projects are being monitored by DSEOs and ADDCs besides about 176 projects are being monitored by NABCONS.Reviewing the progress of projects in the sports sector, the Financial Commissioner was informed that Rs 30 crore have been released by the Government of India for Indoor Stadiums, while as Detailed Project Reports (DPRs) have been prepared for creating sports infrastructure at district level under the PM’s Rs 200 crore package.He also reviewed the progress of flood management programme of river Jhelum and was informed that the dredging work of the river will be started soon.Mr Vyas reviewed the works under Agriculture, RMSA, girls hostel, agriculture, handicrafts, Wullar Conservation Project, urban drainage system, and Swach Bharat.The Financial Commissioner directed officers for maintaining punctuality and cleanliness in all government offices. He asked the officers to ensure that only result-oriented plans should be made so that the proper use of resources is ensured.
