As prima facie violations and irregularities have been established in connection with allotment and transfer of plots/shop sites to ineligible persons/non-members in violation of Byelaws and Master Plan, Registrar, Cooperative Societies, Peerzada Mushtaq Ahmad has constituted a Task Force for initiating surcharge proceedings against Sainik Cooperative House Building Society Ltd. (SCHBS), Sainik Colony, Jammu.Registrar as per order 16-RCS/LS of 2016, dated February 1, 2016, has constituted the Task Force headed by Anjana Tickoo (KAS), Additional Registrar, Coop. Societies, Jammu with R.K. Thapa (KAS), Joint Registrar (Audit) Coop. Societies, Jammu and Mukesh Thapa, Deputy Registrar, KVIB, Jammu Administrator Cooperative Public School, Deeli, Jammu as its members.

As per the order, the Task Force shall have the mandate to identify the Directors/Ex-Directors of the Board, members/past members/non-members who are responsible for irregularities including allotment and transferring plots to non-members and ineligible persons in violation of Byelaws of the Society, violation of Master Plan by allotting spaces meant for public utilities like parks, playing field, school sites and green strips to members/non-members, to initiate surcharge proceedings under section 69 of the J&K Cooperative Societies Act 1989 against those found involved in such violations and irregularities including illegal transfer and allotment of plots. The Task Force has been asked to aid and advise the Board of Directors to prepare a draft amendment to Byelaws, with particular reference to “Membership” and “Management” Clauses and recommend the same to the Management for discussing the proposal in the General Body and submit the same to the competent authority for registration in exercise of powers vested under Section 9 and 10 of the Act and to implement the standing orders, if any, of the High Court regarding violations of Master Plan/Act/rules/Byelaws.The Task Force has been directed to coordinate with the management to identify and restore the land earmarked in the Master Plan for the places of public utility like hospital, school, parks, green strips and shopping complexes.The Task Force shall remain in force for a period of six months, during which period it shall complete the assigned task. The progress shall be reviewed after every three months.
