ADDC Anantnag, Muhammad Younis Malik today held a meeting with officers of various departments to discuss the Action Plan under Special Central Assistance (SCA) to Tribal Sub Plan (TSP) and Article 275(1) here.In the meeting, detailed discussion was held regarding the allotment of funds to various departments under welfare programmes.It was decided in the meeting that Bakerwal Chak, Dooru will be developed as a Smart Village with an initial capital of Rs 1 crore under the SCA to TSP.The ADDC asked officials to prepare Detailed Project Reports (DPRs) and submit them at the earliest so that infrastructure development works commence without any delay in all six constituencies having ST population. He said major share of the allocated funds would be provided to PDD, PHE and RDD departments so that basic facilities like drinking water, electricity and road connectivity is achieved in these areas.Stressing on the participatory approach of the ST population regarding the execution of works in the respective areas, the ADDC said that every plan and DPR should be formed in consultation with the ST population of the area and must be approved by the Gujjar and Bakarwal Advisory Board and the concerned MLA.Regarding the issue of employability of STs, the ADDC said that main motive of the departments should be to encourage participation of the youth belonging to the lower income groups in the employment oriented skill development programmes. The ADDC stressed upon the officials of Education, Health, Handicrafts and Social Welfare departments to introduce skill development programmes and vocational courses specifically designed for the youth so that it provides them with better employment opportunities.The meeting was attended by ACD Anantnag, Gulzar Ahmad, CPO, CMO, District Social Welfare Officer, SE  R&B, SE I&FC, SE Hydraulics, Exens of PDD, PHE, besides district officers of various departments.
