मुख्यमंत्री सुखविंदर सिंह सुक्खू ने ‘हिमाचल प्रदेश लैंड कोड’ के नवीन संस्करण का अनावरण किया

मुख्यमंत्री ठाकुर सुखविंदर सिंह सुक्खू ने आज यहां ‘हिमाचल प्रदेश लैंड कोड’ के नवीन संस्करण का अनावरण किया। इसमें राजस्व एवं अन्य विभागों के भूमि से संबंधित मामलों के कानूनों का संकलन किया गया है। इस अवसर पर मुख्यमंत्री ने कहा कि हिमाचल प्रदेश लैंड कोड का प्रथम संस्करण 1992 में प्रकाशित किया गया था तथा 1992 के बाद से इसे संशोधित नहीं किया गया था। 

इससे पूर्व भी भूमि से संबंधित अनेक कानूनों को संशोधित कर कई दिशा-निर्देश जारी किए गए हैं। उन्होंने कहा कि इस लैंड कोड में राजस्व एवं अन्य विभागों से संबंधित कुल 64 अधिनियम, 59 नियम तथा लगभग 340 अधिसूचनाएं एवं दिशा-निर्देशों को संकलित किया गया है। उन्होंने कहा कि प्रत्येक उपायुक्त, एसडीएम व तहसील कार्यालयों में यह लैंड कोड उपलब्ध करवाया जाएगा ताकि विभागीय अधिकारियों को विभिन्न अधिनयम, नियम, अधिसूचनाओं व दिशा-निर्देशों की अद्यतन जानकारी सुगमता से मिल सके। 

उन्होंने कहा कि इस कोड से उन्हें राजस्व से संबधित मामलों के निपटारे को दक्षता से सुलझाने में मदद मिलेगी तथा भूमि से संबंधित शिकायतों का निवारण जल्द होने से लोगों को भी राहत मिलेगी। ठाकुर सुखविंदर सिंह सुक्खू ने कहा कि वर्तमान सरकार ने अपने पहले ही बजट में राजस्व विभाग में नए लैंड कोड संकलित करने का आश्वासन दिया था तथा अब इसे प्रकाशित कर दिया गया है।  

मुख्यमंत्री ने कहा कि भूमि से संबंधित मामलों के शीघ्र निपटान के लिए प्रत्येक महीने के अन्तिम दो दिनों में राजस्व लोक अदालतें आयोजित की जा रही हैं जिसके सकारात्मक परिणाम सामने आएं हैं।उन्होंने कहा कि अक्तूबर, 2023 से अब तक राजस्व लोक अदालतों के माध्यम से रिकार्ड 89091 इंतकाल और 6029 तकसीम के लंबित मामलों का मौके पर ही समाधान किया गया है।

इस अवसर पर राजस्व मंत्री जगत सिंह नेगी, हिमाचल प्रदेश विधानसभा उपाध्यक्ष विनय कुमार, विधायक रवि ठाकुर, हरीश जनारथा एवं अजय सोलंकी, प्रधान सलाहकार (सूचना प्रौद्योगिकी एवं नवाचार) गोकुल बुटेल, अतिरिक्त मुख्य सचिव ओंकार चन्द शर्मा तथा अन्य वरिष्ठ अधिकारी उपस्थित थे।

Sukhvinder Singh Sukhu Unveils Updated Land Code

In a significant development for land governance, Chief Minister Thakur Sukhvinder Singh Sukhu introduced the latest version of the Himachal Pradesh Land Code in Shimla. This comprehensive document amalgamates 64 Acts, 59 Rules, and approximately 340 notifications and guidelines related to land matters spanning the Revenue Department and other sectors.

Highlighting the updates, the Chief Minister pointed out that the original Land Code, published in 1992, had not seen revisions despite the introduction of numerous amendments and new guidelines over the years. The newly released version aims to consolidate all legislative and regulatory changes to offer a singular, updated resource.

The Chief Minister emphasized the utility of the new Land Code, noting that it will be accessible in the offices of Deputy Commissioners, Sub-Divisional Magistrates (SDMs), and Tehsil offices. This accessibility is expected to streamline the resolution of revenue-related issues, providing significant relief to the populace.

Chief Minister Sukhu also reminded that the update fulfills a promise made in the government's first budget, reflecting the administration's commitment to improving land management and dispute resolution. He underscored the success of Revenue Lok Adalats, which have been instrumental in resolving a remarkable number of mutation and partition cases since their initiation in October 2023.

The launch event was attended by key figures including Revenue Minister Jagat Singh Negi, Deputy Speaker of the Himachal Pradesh Assembly Vinay Kumar, and several MLAs along with senior officials, signifying the importance of this initiative in the region's administrative reforms.
