Govt will ensure timely supply of quality rations: Ch Zulfkar Ali

Calls for setting up toll free grievance cells in all districts

Minister for Consumer Affairs, Public Distribution and Tribal Affairs Ch Zulfkar Ali today said best quality, full-scale, timely and transparent distribution of food grains to people is top priority of the government.   He ordered constitution of dedicated Public Grievance Cell for CAPD in all districts.“Transparency and accountability have to be made benchmarks in the public distribution system so that people get quality, timely and full scale food grains,” the Minister said while chairing a meeting held to conduct the monthly review of the functioning of the department.Director CAPD, Deputy Director CAPD, Deputy Controller Legal Metrology, Assistant Directors, Tehsil Supply Officers (TSOs) of Jammu division, besides others were present at the meeting.

The Minister asked the senior functionaries to work under a coordinated mechanism to ensure prompt service delivery to the people adding in the process accountability and transparency have to be maintained at all costs.Stressing on timely supply, the Minister asked the concerned ADs to ensure practical deliverance of fixed quality and quantity of ration on ground at the stipulated time.  

“For this, there should be strict check on pilferage and black marketing,” he directed and asked the Director CAPD to hold meeting with flour mills and make it sure that best quality of wheat flour is supplied to the rationees.He also directed to constitute a squad comprising Deputy Director Enforcement, Deputy Controller Legal Metrology, two Assistant Directors, headed by Deputy Director CAPD which will work out a comprehensive plan to check quality, quantity and timely disbursement of food grains and submit report to him on daily basis.The Minister also directed to constitute public grievance cell with toll free number in all districts within 15 days to ensure quick response to the complaints of the consumers. He stressed on maintaining close vigil to contain malpractices and called upon the senior functionaries of the department to intensify market checking in this regard.

To reduce the scale of pilferage, the Minister said that the Deputy Director Supplies will monitor overall supply and will communicate the vehicle numbers, quantity of food grains, kerosene oil etc to the Deputy Commissioner and SSP of the concerned district.Other issues deliberated upon in the meeting included allocation criteria, pendency, reshuffling of staff etc.Mr. Zulfkar asked the Director CAPD to conduct a detailed inquiry of allocation and disbursement in Jammu division to clear pendencies and distribute ration as per 2011 census before the Eid festival.
