The Minister for Urban DevelopmentNawang Rigzin Jora said that Government has notified Municipal Solid Waste (Management& Handling), Rule 2000 under which detailed guidelines have been issued regarding collection, storage segregation, transportation, processing and disposal of Municipal Solid Waste which is being followed by Municipal Corporations and Urban Local Bodies of the State.The Minister further said that in Jammu, JMC is presently dumping the garbage at dumping site Bhagwati Nagar on land belonging to UEED. Similarly in Srinagar, SMC is dumping garbage at land fill site Syedapora, Achan, where 517 kanals of land has been acquired for the purpose. He said that in order to control the bad smell, 8.60 MT of sain-treat (Anti odour chemical) has been sprayed on the garbage at the dumping site, besides ERA has already installed the leachate treatment plant at the site, which is functional and two more similar plants are  being commissioned.Mr. Jora further stated that in other towns of the State, the Urban and Local bodies is disposing the garbage on daily basis by way of collection, transport and its disposal in isolated places away from residential areas. However, for the scientific disposal of Solid Waste, various Solid Waste Management Projects are under execution in Jammu /Kashmir pisions. In respect of Jammu pision, 7 projects have been taken under UIDSSMT Scheme for the towns viz. Doda, Badherwah, Akhnoor, Poonch, Sunderbani, Samba, and Kathua. Out of these 3 projects in Doda, Badherwah and Sunderbani have been completed. The execution of rest of the projects is getting delayed due to non-availability of suitable piece of land, however, land has been purchased at Bhalwal and Samba for the purpose, he added.Similarly, he said that for rest of the towns, the identification of suitable land is being constantly pursued with the District Administration. Once the land is identified, the necessary proposal for establishment of Solid Waste Management Project shall be formulated and execution shall be started as per the availability of funds, he further added.Mr. Ajat Shatru Singh, Khalid Najeeb Suharwardy, B. R. Kundal, Dr. Shahnaz Gania and Mr. Naeem Akhtar raised supplementaries to the question.Replying to another question by Mr. Mohammad Ashraf Mir, Mr. Jora said that an online application mechanism for granting of building permission has been started in the Municipal Corporations of Jammu and Kashmir to ensure speedy disposal of various cases.

The Minister further stated that the Municipal Corporations, Development Authorities and Urban Local bodies of the State are empowered to issue building permission under control of Building Operation Act (BOCCA) 1988. He said that a single window system has been adopted by these statutory and autonomous bodies wherein the applications for permissions are to be submitted along with the documents of land building plan, site plan etc. which are forwarded online to the concerned departments for providing NOCs and after receiving the same, the cases are examined and building permission is decided as per law for approval or rejection.Mr. Jora further stated that an amount of Rs. 22.05 crore has been received as revenue out of BOCCA permissions for the years 2008, 2009 and 2010 by the Municipal bodies for granting of building permissions. He further stated that 3428 permissions have been issued by these bodies and informed the House that action under COBA has also been initiated against the defaulters.  Mr. Ghulam Qadir Pardesi and Mr. B.
