Sukhbir Moots Self Certification And Self Approval For Industrial Projects

The Punjab Deputy Chief Minister  Sukhbir Singh Badal today mooted a proposal of self certification and self approval of industrial projects where entrepreneur would start the industrial project after giving a certificate that he has complied with the conditions laid down by Industry department instead of seeking NOCs from various departments. Accompanied by Industry & Commerce Minister  Anil Joshi and Chief Parliamentary Secretary  N.K. Sharma,  Badal reviewed the progress of Mega Projects and also listened to the problems being faced by existing Mega Project holders. Asking the Industry department to adopt pro-active approach instead of reactive approach,  Badal said that we have to promote industrialization in Punjab as a mission and whole industry department would have to act unitedly to achieve this mission. He said that instead of asking Industry to seek approval from 7 departments as a pre requisite to set up a unit, we should give a check list of requirements to the entrepreneurs who after fulfilling the requirements, would themselves give a certificate and start the venture. He said that we should believe in the declaration of the entrepreneur as a statement of truth and make random checking of few cases. He said that anybody giving false declaration would face punitive clauses. Making the plea for online sanction of industrial proposals  Badal regretted that single window service by the industry department has not been able to fulfill its purpose as entrepreneurs have to knock at many doors to get his project sanctioned. He said that he was envisioning paperless office with total online work in all the concerned departments related with sanction of industrial projects including Power, PWD, Environment, Forests besides interconnectivity between these departments for online approval of industrial plans. Asking the Industry department to finalize the plan of setting up of industrial focal points at Ludhiana, Derabassi, Ropar and Nangal,  Badal said that these focal points were imperative for decongesting Ludhiana besides giving space to new entrepreneurs. Stressing upon the need for providing land to the industry off the shelf,  Badal said that industry department must create a land bank after acquiring the land and in the first phase more than 4000 acres should be acquired with in six months so that any industrial house desires of setting up a unit in Punjab would be readily offered space by the industry department.  Anil Joshi Industry & Commerce Minister informed the Deputy Chief Minister that keeping in view the poor up keep and maintenance of existing focal points, the Industry department was coming out with a draft of ordinance in next cabinet meeting to create a Special Purpose Vehicle (SPV) in which industry and government departments would collectively maintain the focal points. He said that Rs.220 crore, Rs.10 crore each for 22 focal points would be disbursed to them for maintenance. He said that under the SPV, entrepreneurs would themselves collect the taxes from the industry and spend the taxes on the development and maintenance of industrial area.  N.K. Sharma, Chief Parliamentary Secretary speaking on the occasion said that Industry department would computerize all District Industry Centers within six months and ensure that all projects below Rs.5 crore were sanctioned with in 15 days of submission. Nayyar, Principal Secretary Labour,  Anirudh Tiwari, Secretary Power and  Manvesh Sidhu, Special Principal Secretary to Deputy Chief Minister.
