Deputy Commissioner Doda Krishan Lal today conducted a surprise inspection of the Gujjar and Bakarwal Boys' and Girls' Hostels. The inspection was aimed at reviewing the infrastructure, assessing the quality of ongoing renovation works, monitoring construction of the new hostel building and inspecting facilities provided to students.
The Deputy Commissioner inspected the premises, kitchen and dining facilities. He also interacted with students and staff and took first-hand feedback on the living conditions and functioning of the hostels. During the inspection of the Girls' Hostel, the Deputy Commissioner observed that the renovation and construction works executed under the DAJUGA Project did not conform to the approved Detailed Project Report (DPR).
The quality of construction was highly unsatisfactory and below prescribed standards. The Deputy Commissioner placed Junior Engineer Aftab Ahmed, PWD (R&B) Division, Doda, under suspension with immediate effect pending an inquiry and appointed the Superintending Engineer, PWD (R&B) Circle, Doda as Inquiry Officer, directing him to submit a comprehensive report within seven days.
During the inspection of the Boys' Hostel, the electrical fittings and installations were found poorly maintained and unsafe, posing a serious risk to the inmates. The DC placed Electrician Mohd Aslam, Gujjar and Bakarwal Boys' Hostel, Doda under suspension with immediate effect pending an inquiry and appointed the District Social Welfare Officer, Doda as Inquiry Officer to conduct a detailed investigation and submit a report within seven days.
He also issued a Show Cause Notice to an employee for unauthorised absence from duty, directing the employee to submit an explanation within the stipulated time, failing which disciplinary action will be initiated under the applicable service rules. The Deputy Commissioner directed the PWD (R&B) Department to complete all renovation and construction works within the stipulated timeframe, adhering to approved specifications and quality standards.
He stated that negligence, poor workmanship and dereliction of duty would not be tolerated in public institutions. Among those present were Chief Planning Officer Manesh Kumar Manhas and officers of the departments concerned.
