Haryana Government’s ‘Solar Energy Promotion Scheme’ to Benefit Lakhs of Consumers

Haryana Energy Minister Sh. Anil Vij said that the State Government is continuously working to promote clean and green energy. To make the PM Surya Ghar: Muft Bijli Yojana, launched by Prime Minister Sh. Narendra Modi, more effective and beneficial for the public, the Haryana Government has implemented the Solar Energy Promotion Scheme.

Under the scheme, eligible domestic consumers will receive graded interest-free financial assistance in addition to the subsidy provided by the Central Government, thereby encouraging large-scale adoption of solar energy across the state. Sh. Vij informed that Chief Minister Sh. Nayab Singh Saini has approved the proposal for amendments to the Standard Operating Procedure (SOP) of the Solar Energy Promotion Scheme. 

He said that the state has set a target of installing 2.22 lakh rooftop solar plants by 2027. To achieve this goal, consumers will be provided interest-free financial assistance, reducing the burden of initial investment and ensuring substantial savings on electricity bills.

The Energy Minister said that special benefits under the scheme will be extended to non-defaulting consumers, state government employees, and Antyodaya families. Eligible consumers will be able to install rooftop solar plants of up to 5 kW capacity, while additional state financial assistance has also been provisioned for economically weaker sections. 

He added that the entire process has been made transparent, simple, and digital. Consumers will be able to check their eligibility through the DISCOM portal and complete the application process seamlessly by connecting through the National Portal.

Eligibility Conditions Made Simpler and More Consumer-Friendly

Sh. Vij said that for Category-1 non-defaulting consumers, the earlier requirement of depositing electricity bills on time continuously for three years has been abolished. Under the revised provisions, it will now be sufficient for the applicant to be a non-defaulter in the immediately preceding billing cycle at the time of application. 

This change will enable a larger number of domestic consumers to become eligible for financial assistance for rooftop solar plants of up to 5 kW capacity. He further stated that employees of the State Government, boards, corporations, and other institutions—including HKRN employees with employment security—will also be eligible to avail benefits under the scheme for installing rooftop solar plants up to 5 kW, provided they were not defaulters in the previous billing cycle.

Similarly, Antyodaya families with an annual income of up to Rs 3 lakh, as per the Family ID (Parivar Pehchan Patra), will be eligible for state financial assistance for rooftop solar plants of up to 2 kW capacity. Sh. Vij clarified that applicants of all categories must ensure that no other electricity connection registered in their name within the jurisdiction of any DISCOM in Haryana has outstanding dues. 

This condition has been incorporated to ensure that the benefits reach only genuine and eligible consumers.

Consumers to Receive Interest-Free Financial Assistance

Energy Minister Sh. Anil Vij said that attractive financial assistance is being provided to Category-1 and Category-2 consumers to encourage the adoption of solar energy. Explaining the benefits, he said that the estimated cost of a 1 kW rooftop solar plant is approximately Rs 55,000. Under the scheme, the consumer will be required to contribute only Rs 5,500 (10%) as the initial share. 

The remaining amount will be covered through a Central Government subsidy of Rs 30,000 and up to Rs 19,500 as interest-free financial assistance from the electricity utility, ensuring that no additional financial burden falls on the consumer. Similarly, for a 2 kW solar plant, the consumer will be required to pay only 10 percent of the total cost, while after receiving a Central subsidy of Rs 60,000, the remaining amount will be provided through interest-free financial assistance.

For 3 kW to 5 kW rooftop solar plants, consumers will receive up to Rs 78,000 as Central Government subsidy, along with interest-free assistance ranging from Rs 58,500 to Rs 97,500 from the electricity utilities. Sh. Vij said that the objective of the scheme is to provide every family with clean, affordable, and self-reliant energy, thereby significantly reducing electricity bills and promoting green energy throughout the state.

Antyodaya Families to Receive Additional Benefits

Energy Minister Sh. Anil Vij said that the State Government is making special efforts to connect Antyodaya families with solar energy. He informed that eligible Antyodaya families with an annual income of up to Rs 1.80 lakh, as per the Family ID database, will receive additional state financial assistance for installing a 1 kW rooftop solar plant.

In addition to the Central Government subsidy of Rs 30,000, the State Government will provide financial assistance equivalent to 40 percent of the actual cost or Rs 25,000 per kW, whichever is lower. He said that this provision is a significant step towards ensuring access to clean energy at minimal cost for economically weaker families and strengthening the state's commitment to inclusive and sustainable development.
