Addressing a press conference after the one-day special session of the Vidhan Sabha, Haryana Chief Minister Sh. Nayab Singh Saini launched a sharp attack on the opposition and described the proceedings of the session as completely constitutional and in public interest. The Chief Minister said that the opposition had alleged that the special session was unconstitutional, which is completely baseless.
He clarified that the session was duly convened with the approval of the Cabinet and the permission of the Governor. He questioned the opposition whether the decisions of an elected government, the Cabinet, and the Governor could be termed unconstitutional.
Responding to questions raised over convening the special session despite the Model Code of Conduct being in force, the Chief Minister said it was entirely a legislative matter and there was nothing unconstitutional about it. He cited the example of a special session of the Lok Sabha being convened and said that objections on this issue were unfounded.
He informed that during the session, the “Haryana Clerical Service (Recruitment and Conditions of Service) Bill, 2026” was discussed and passed unanimously. Through this Bill, the promotion process for Class IV employees has been made simpler, faster, and more transparent.
At the same time, the quota for promotion to clerical posts has been increased from 20 percent to 30 percent, ensuring greater opportunities for employees. The Chief Minister said that the opposition had brought an adjournment motion regarding procurement-related issues in the state, which the government accepted.
However, the opposition itself did not come to the House. In addition, a government resolution on the Nari Shakti Vandan Adhiniyam was also brought. He clarified that there was no mention of words like “condemnation” in the proposal, yet the opposition, displaying frustration and disregard, chose to boycott the House.
Targeting the Congress, he said that Congress MLAs did not remain present in the House and instead ran a duplicate session outside the Assembly, which was against the rules and completely unconstitutional. Accusing the opposition of disrespecting the Constitution and democratic institutions, the Chief Minister said that the government is committed to ensuring women receive their rightful place, and these efforts will continue.
He said that today women are participating equally in the mainstream of development. Women are excelling in challenging fields such as education, sports, administration, law, and aviation.
In contrast, the Congress does not appear to have a positive attitude towards women’s empowerment. Referring to the Prime Minister’s resolve, he said that ensuring rights for half of society’s population remains the government’s priority.
Hooda’s Boycott Was an Excuse; Bill Details Were Available on NeVA Portal
Responding to a question, Chief Minister Sh. Nayab Singh Saini said that Sh. Bhupinder Singh Hooda boycotted the session on the pretext that a copy of the Bill was not made available, whereas in reality, it was merely an attempt to create a political issue. He clarified that all information related to the Bill was available on the NeVA portal.
In response to another question, the Chief Minister said that to understand this issue, it is necessary to look at the process of delimitation. He explained that in 1971, India’s population was approximately 54 crore, and after delimitation in 1976, the number of Lok Sabha seats was fixed at 550.
The next delimitation is scheduled for 2026, during which both Census and delimitation processes will take place together. He said that the Nari Shakti Vandan Bill introduced in 2023 provides that women will receive the benefit of reservation from the year 2029.
This Bill was brought with the objective of ensuring that women receive their rightful representation from 2029 onwards.
BJP Government Will Be Formed in West Bengal
The Chief Minister said that in the upcoming election results in West Bengal, the Bharatiya Janata Party is set to form the government. Replying to another question, Chief Minister Sh. Nayab Singh Saini targeted the Aam Aadmi Party and said that the party formed the government in Punjab by making false promises.
He said the people of Punjab are simple and trusting, and the Aam Aadmi Party misled them. People of Punjab had hoped that the party would deliver concrete work, but in reality, only hollow claims and statements have emerged.
The Chief Minister alleged that even those raising their voice against drugs in Punjab are being harassed. He said that every person who complains against drug abuse is booked in false cases. He added that whenever the Bharatiya Janata Party forms the government in Punjab, strict action will be taken against drug peddlers and this problem will be eradicated from its roots.
On this occasion, Cooperation Minister Dr. Arvind Sharma, MLA Sh. Bhagwan Das Kabirpanthi, Smt. Bimla Chaudhary, Former Minister Sh. Manish Grover, Additional Director of Information, Public Relations and Languages Department, Smt. Varsha Khangwal, and Media Secretary to the Chief Minister Sh. Praveen Attrey were present.
