Major expansion in Transport, Metro and Civil Aviation: CM presents comprehensive proposals in 2026-27 Budget

Haryana Chief Minister, Sh. Nayab Singh Saini, who also holds the portfolio of Finance Minister, while presenting the Budget 2026–27 in the ongoing budget session of the Haryana Vidhan Sabha here today, made several important announcements regarding metro expansion, strengthening of regional transport, and development in the civil aviation sector in the state.
The Chief Minister said that under the Namo Bharat RRTS, the Government of India has approved two corridors — Delhi-Bawal and Delhi-Karnal. The 93-kilometre-long Delhi-Bawal corridor will cost Rs. 32,327 crore, while the 136-kilometre-long Delhi-Karnal corridor will cost Rs.33,051 crore. Besides this, the final alignment of the approximately 64-kilometre-long Gurugram-Faridabad-Noida-Greater Noida Namo Bharat RRTS has also been approved, with an estimated cost of Rs.15,746 crore, of which Haryana’s share will be Rs. 3,573 crore.
He said that approval has also been granted to extend the Red Line of the Delhi Metro from Narela to Kundli. The approximately 2.7-kilometre stretch falling in Haryana will cost Rs. 545.77 crore.
Regional transport and traffic to get new strength
The Chief Minister said that to make traffic facilities more accessible and safer, it has been proposed to increase the revised estimate of Rs. 3,347.79 crore for 2025-26 by 5.82 percent to Rs. 3,542.79 crore for the year 2026-27.
He said that Haryana Roadways will purchase 50 new electric buses for routes between Chandigarh-Delhi Airport-Gurugram and from Chandigarh to major religious destinations such as Katra, Salasar, Khatu Shyam, Haridwar and Amritsar. The electric city bus service, currently operating in 12 cities, will be extended to the remaining district headquarters.
The Chief Minister said that 1,000 new buses will be purchased for the convenience of students. The number of dedicated buses for women passengers and girl students will be increased from 273 to 500. New bus stands will be constructed in Kanina, Narwana, Ganaur and Kalayat.
He further said that a web portal will be developed to provide free travel facilities to HSSC examination candidates. To enhance road safety and operational efficiency, a centralized Command and Control Centre will be established in the state.
Tracking devices will be installed in all public service vehicles, along with panic buttons for women’s safety, which will be monitored through the same centre. A free citizen mobile app will be launched by August 15, 2026, to provide information regarding bus availability.
The Chief Minister further informed that under the Registered Vehicle Scrappage facility, 11,351 government vehicles and 14,487 private vehicles were scrapped from January to December 2025. In the coming year, the target is to scrap 11,500 government vehicles and 15,000 private vehicles.
A 1 percent rebate in motor vehicle tax will be provided on non-transport vehicles registered in the name of women. To promote electric vehicles, it has been proposed to further increase the existing 20 percent motor vehicle tax exemption on two-wheelers, four-wheelers and e-rickshaws.
He said that Driver Training and Research Institutes, at a cost of Rs.140 crore, will be completed in Nuh, Faridabad, Ambala and Gurugram. An Automated Testing Centre will be established in each district, and the Testing and Certification Centre at Rohtak will be upgraded.
New Flight in the Civil Aviation Sector
The Chief Minister said that the civil aviation sector is becoming a strong medium for the state’s progress. Last year, air services were started from Hisar Airport to Ayodhya, Chandigarh and Jaipur, which have greatly benefited citizens. Now, air services from Hisar to Jammu and Ahmedabad will also be started. Construction of the Hisar Air Cargo Terminal will be completed.
He said that a modern heliport will be constructed in Pinjore, and necessary formal approvals will be obtained in the year 2026-27 for the development of a new greenfield airport on 600 acres of land in Karnal.
The Chief Minister informed that for the Civil Aviation Department, it has been proposed to increase the revised estimate of Rs.306.75 crore for 2025-26 by 86.91 percent to Rs.573.34 crore for 2026-27.
He expressed confidence that all these steps will prove to be milestones in establishing a modern, safe and environment-friendly transport system in the state.
