Historic Budget to Position Haryana as Leader of India’s Industrial Revolution: CM Nayab Singh Saini

Haryana Chief Minister Sh. Nayab Singh Saini, while terming the State Budget 2026–27 presented in the Haryana Legislative Assembly as historic, said it is not merely a financial document but a visionary roadmap that will give a new direction to the state’s industrial progress. He stated that the budget will further strengthen Haryana’s role in realizing Prime Minister Sh. Narendra Modi’s vision of a ‘Viksit Bharat’.
The Chief Minister said that no nation can become developed solely on the basis of agriculture. Citing examples of countries such as the United States and Australia, where thousands of hectares of farmland exist, he noted that these nations established themselves as developed countries by prioritizing industrial growth.
He expressed confidence that agrarian Haryana would become a frontrunner of industrial revolution in a developed India by 2047 and serve as a key growth engine within the National Capital Region. He informed that the budget allocation for the Industries Department has been increased significantly by 46.93 percent to ₹1,950.92 crore, which will play a crucial role in strengthening industrial infrastructure.
Last year, the establishment of 10 new Industrial Model Townships (IMTs) was announced. The land acquisition process has already begun in Ambala and Naraiangarh, while proposals have been invited through the e-Bhoomi portal for IMTs in Tosham, Jind, Rewari, and Rai.
He said that this budget presents a comprehensive and long-term industrial development vision that will position Haryana as a leading state in the country’s industrial revolution. Prepared through pre-budget consultation meetings, the budget stands as an example of participatory governance, incorporating suggestions from public representatives, youth, students, women farmers, and Non-Resident Indians, including inputs received through AI-based platforms.
Keeping in mind the high land prices in the National Capital Region, the budget proposes the implementation of a “Land on Lease” policy for industrial plots, which will provide relief to entrepreneurs by enabling them to establish units on leased land. Additionally, a Land Feasibility Certificate system will be introduced, with digital certificates to be issued within 45 days to ensure transparency and faster approvals.
The Chief Minister stated that key industrial hubs of Haryana—Gurugram, Faridabad, Manesar, and Rewari—will benefit from initiatives such as Common Industrial Secretariats, an Advance Ruling Portal, Common Facility Centres for MSMEs, an MSME Global Industry Matchmaking Programme, and Reverse Buyer-Seller Meets, which will further accelerate industrial growth.
He noted that at the time of Haryana’s formation in 1966, the total number of industries in the state was 4,662, which has now increased to over 5.02 lakh. He expressed confidence that following the upcoming “Invest Haryana Summit,” this number will rise further.
He reiterated that this budget will realize the Prime Minister’s vision of a Viksit Bharat and make Haryana a leader in the country’s industrial revolution.
