A Significant press conference was held today at the Bharatiya Janata Party Chandigarh State Office regarding the false propaganda being circulated by Congress over the houses allotted under the Rehabilitation Scheme. State President Jitender Pal Malhotra clarified that Congress is deliberately misleading the residents by misquoting an official document and spreading fear that the Chandigarh Administration is going to seize or demolish these houses. He stated that there is nothing in the document that Congress is claiming before the public.
Malhotra explained that in 2023, a committee was constituted by the then Chandigarh Administrator to study the issues related to residents of Small Flats, Rehabilitation Colonies and Tenament sites and to provide suggestions for resolving long-pending matters. The committee submitted its recommendations to the administration on 30 July 2025.
He said that Congress workers have been roaming around with a copy of this report and are creating confusion among people by falsely claiming that the administration is planning to take over their houses. The truth, however, is that the committee has nowhere recommended either eviction or seizure of any house. All its recommendations are practical and aimed at providing relief to the residents of these colonies.
Malhotra explained that the committee highlighted the fact that thousands of houses in Chandigarh are no longer occupied by the original allottees, but by those who purchased them later or by legal heirs. Since the number of such cases is extremely high, vacating these houses would require lengthy legal procedures and would place unnecessary burden on the courts.
Understanding this ground reality, the committee suggested the following:
* The person occupying the house as of 16 August 2023 (the date when the survey began) should be granted tenancy/occupancy transfer rights.
* On the same rent or dues should be collected from them as was collected from the original allottee earlier.
* In cases where the original allottee has passed away and the heirs wish to continue paying dues, the administration may accept it until a final decision is taken.
The State President said that not a single suggestion in this document goes against the interests of the public. Instead, these recommendations aim to offer a practical and humane solution. Strongly criticising Congress, Malhotra said that instead of supporting poor families, Congress is only interested in doing politics.
Spreading fear, manipulating facts and misleading people has always been Congress’ priority. He said that BJP fully understands its responsibility towards the people and will not allow anyone’s shelter to be threatened.
In conclusion, he stated that BJP Chandigarh strongly condemns the misleading narrative being promoted by Congress and reassures the public that no one will be evicted from their Rehabilitation Scheme houses. BJP stands firmly with the residents — always.
