Third and final batch of the Civil Defence Training Programme

The third and final batch of the Civil Defence Training Programme, an impactful initiative of the Chandigarh Administration, concluded today at the Mahatma Gandhi State Institute of Public Administration (MGSIPA), Sector 26. This marks a major milestone in the city’s efforts to strengthen a structured, resilient, and community-driven emergency response mechanism. 

Over the course of the programme, a total of 375 volunteers have been successfully trained through three intensive batches, underscoring Chandigarh’s unwavering commitment to disaster preparedness and community resilience. The training programme integrated rigorous academic learning with practical field applications and was widely appreciated for its immersive, real-world approach. 

A key highlight of the final batch was a field visit to Chandimandir Cantonment, where volunteers participated in hands-on drills and simulations under the expert guidance of senior military officials. These exercises mirrored real-life emergency scenarios such as natural disasters, fire outbreaks, and mass evacuations, enabling volunteers to gain critical skills and the composure required for effective crisis response. 

The training also fostered values of discipline, coordination, and teamwork—hallmarks of successful civil defence operations. Prior to the field training, participants underwent a structured academic module at MGSIPA, curated by subject-matter experts. 

The curriculum covered essential aspects of disaster management including emergency communication, first aid, inter-agency coordination, and standard operating procedures. Delivered through a blend of classroom teaching, interactive sessions, and simulation-based learning, the programme ensured a comprehensive understanding of civil defence protocols tailored to urban needs.

Speaking on the occasion, Sh. Nishant Kumar Yadav, IAS, Deputy Commissioner of Chandigarh, lauded the programme as a significant step towards building a resilient city. He stated, “This initiative reflects the Administration’s vision of governance that empowers its citizens from within. In today’s world, where risks are increasingly complex—ranging from climate threats to urban challenges—it is vital that communities are prepared, informed, and capable of acting swiftly. 

Through this training, we have nurtured a cadre of citizen-volunteers who are not just trained but also committed to standing at the frontline during emergencies. They exemplify Chandigarh’s spirit—responsive, responsible, and resilient. 

We now aim to replicate and scale this model across the city, ensuring every neighbourhood is prepared and protected.” The successful completion of all three training batches reaffirms the Chandigarh Administration’s dedication to fostering a safe, inclusive, and well-prepared urban environment. 

The Civil Defence Training Programme serves as a shining example of how strategic collaboration between civil institutions and defence forces can establish a citizen-centric emergency response model. As Chandigarh sets a benchmark in community-driven preparedness, this initiative is poised to inspire similar frameworks across the country—built on the belief that empowered citizens are the first and most critical line of defence in any crisis.
