Jammu's SLEC Sets Roadmap for Enhancing Panchayat Capabilities in FY 2024-25 Under RGSA

In a strategic meeting on Monday, the State Level Executive Committee (SLEC), led by Secretary of the Rural Development Department (RDD) and Panchayati Raj, Dr. Shahid Iqbal Choudhary, took significant steps towards bolstering Panchayat infrastructure and training quality for the fiscal year 2024-25 under the Rashtriya Gram Swaraj Abhiyan (RGSA).

The session was pivotal in reviewing the achievements of the current fiscal year and setting the annual action plan for RGSA. Dr. Choudhary emphasized the urgency of expanding Panchayat infrastructure and elevating the standard of training and capacity-building programs to yield substantial results. 

He advocated for a comprehensive framework that includes the collaboration of line department Heads of Department (HODs) to propel capacity-building efforts that are integral to understanding and implementing RGSA schemes effectively.

A key focus was placed on enhancing the governance capabilities of Panchayati Raj Institutions (PRIs), underscoring the crucial role of elected representatives in spearheading Sustainable Development Goals (SDGs) aligned initiatives. The Secretary highlighted the importance of empowering PRIs for more inclusive local governance and the efficient use of resources in sync with complementary schemes.

Dr. Choudhary reiterated the significance of the Gram Sabha as the bedrock of participatory democracy, advocating for the fortification of institutions that support the capacity enhancement of PRIs across all levels. He called for a collaborative approach with various departments and stakeholders to maximize the training infrastructure and ensure high standards in training delivery.

The meeting also focused on the adoption of e-Governance and technological solutions to streamline governance processes within Panchayats, alongside promoting initiatives that incentivize PRIs towards achieving SDGs and recognizing their contributions to sustainable development.

Director Panchayati Raj, Sham Lal, presented a comprehensive review of the Rashtriya Gram Swaraj Abhiyan's progress and proposed strategies for improvement, including training programs, ISO certification of Panchayats, and enhanced use of e-applications. 

Plans for the development of infrastructure facilities and the operational efficiency of existing centers were also discussed. The meeting saw the attendance of key figures from various departments, reflecting a unified commitment towards empowering Panchayats and advancing the rural governance landscape in Jammu and Kashmir.
