ACB J&K conducts capacity building workshop at Udhampur

A day long capacity building workshop for officers/officials of executing agencies was today conducted by Anti–Corruption Bureau (ACB) Jammu and Kashmir in collaboration with District Administration Udhampur. 

Director Anti-Corruption Bureau J&K, Anand Jain  presided over the workshop held here in the Conference Hall DC Office Complex Udhampur. 

Sandeep Wazir, AIG Adm ACB, Senior Superintendent of Police, Udhampur, Dr Vinod Kumar, Mohammad Rashid Bhat, SSP, ACB Udhampur, Regional Director Survey and Land Records, Udhampur Nawab Din,  Abbishiekh Sharma, SSP ,ACB Central, G.S Ghuman, ACB, AIG Policy, ADC, Mohammad Syed Khan, ACR, Rafiq Ahmed Jaral and other district heads  besides  AEEs, AEs, JEs and Technical staff of various departments attended the workshop.

During the workshop, Experts from ACB gave a detailed PowerPoint presentation about the lapses in execution of civil, electrical mechanical works and their remedies, General financial rules, Purchase on exorbitant rates, Breaking of demands in parts, Buyer/Seller interaction, Certify the Reasonability of rates, Purchase through local manufacturers, Raising of tickets on GeM, Issue of change of items. 

They informed that no work should be taken up or even put to tenders, without the accord of Administrative approval and technical sanction sometimes, the technical sanction is accorded in piecemeal manner.

They added that during the execution of work and sometimes the AAA and technical sanction is accorded at the time of finalization of work in terms of its completion and payment which is a severe violation of codal formalities. 

They briefed the participants about the works being executed by RDD and other road projects. Experts from ACB also briefed the participants about the functioning of Government e- Marketplace (GEM) and the role of Departmental Vigilance Officers (DVO’s).

Director ACB urged the executing agencies to follow Codal formalities and to avoid complaints and litigation and go for tendering only after administrative approval and technical sanctions. 

Officers were advised to use GeM and also ensure to conduct market surveys and adopt Reverse Auctioning to avoid unnecessary loss to the government exchequer. The Director ACB called upon the officers/officials to maintain integrity, transparency, accountability and fairness in every work. 

Later, ADDC, Ghan Sham Singh presented a vote of thanks and administered the Integrity Pledge to all the participants on the occasion.
